Specific Tasks and deliverables

Monthly data analytics report on monitoring of RMMCAH and other health services including the impact of COVID-19 on the overall health services and system report produced though the technical support of the consultant Conduct regular data analysis, summarize findings, prepare presentations and periodic high-level reportsConduct in-depth analysis of secondary data such as HMIS, DHIS and other sources particularly in relation to equity monitoring update Develop measurements for complex constructs such as community satisfaction, governance index, universal health coverage index etc…5 days per month

HMIS data access protocol finalized and endorsed. Provide technical support to the drafted HMIS data sharing and access protocolFacilitate the endorsement of the protocol by the ministry and concerned bodiesSupport implementation of data access under the leadership of FMOH PPMED/HITD 3 days per month
Data use applications namely the Scorecard and BNA implemented and institutionalized at national and regional level.*Report on the status prepared quarterly and final report at the end of the consultancy serviceAs per the guidance of the PPMED and HITD directorate and use rate, develop and review guidelines, SoPs, job aids and tools to improve management and use of health information at all levels  3 days per month
Facility and community-based birth and death notification guideline developed and fully functional in all regions. *Report on the status prepared quarterly and final report at the end of the consultancy serviceSupport MOH in designing and implementation of a mechanism for community-based events notificationEstablish monitoring system 4 days per month
SoP developed and implemented on the proper integration and application of Health information exchanges and interoperability’s with other sectors ((interoperability and   digitalization of CRVS platforms and HIS)  Support proper integration and application of Health information exchanges and interoperability’s with other sectors ((interoperability and   digitalization of CRVS platforms and HIS) Provide technical support in joint platforms and technical coordination of MOH & INVEA 3 days per month

Supervision and ReportingThe consultant reports and is accountable for everyday tasks by director of the PPMED/FMOH with regular and periodic reports to HITD/FMOH as need be
The consultant is expected to produce monthly progress report of his deliverables and submit to UNICEF Health specialist (PM). The consultant is also expected to sit one full day in UNICEF health section once in two weeks (twice a month).
Expected background and Experience
Education Requirements:  
Master’s degree in Health informatics, M&E, biostatistics, Public Health or demography Work experience and competencies
A minimum of 8 years of relevant work experienceHave proven experiences in analysis of multiple and complex health related data and produce report.Have proven experience on DHIS2, data visualization and dashboard design Have proven skill and understanding on data exchange platforms and HIS architecturesBasic understanding and experiences on CRVS concepts its information management.Good communication skill and being able to work effectively in groupProject management skillHigh level of proficiency in relevant computer applications including: Statistical analysis software (SPSS, Stata, ODK Epi info)Good analytical, organizational and report writing skills;Experience in creating clear and visually appealing high-level reports and technical guidance;Ability to work independently and in a team, and in a diverse work environment;Understanding of the Ethiopian Health system and previous work experience within the ministry is an assetAbility to follow deadlines, accuracy and attention to detailLanguage requirements:  The consultant should be fluent English and Amharic.
 This consultancy post is restricted to Ethiopian national only.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
