Within the last two years, the office has transitioned from a small- to a medium-sized office (over $10m budget/year). The increased throughput has significant implications for planning, monitoring, reporting, and evaluations (one evaluation/year as per revised evaluation policy). The creation of the position NO-3 reflects the level of responsibilities and expertise needed.

The post provides overall oversight to the PM&E function and will directly manage evaluations for a minimum of 1/3 of his/her time.

How can you make a difference?

The Planning, Monitoring & Evaluation Specialist reports to the Deputy Representative for supervision. The Specialist provides professional technical, operational and administrative assistance throughout the planning, monitoring, evaluating process preparing, executing, managing and implementing a variety of technical and administrative tasks in support of planning, implementation, monitoring and evaluation of the country programme.

The incumbent ensures that the UNICEF Country Office has useful, valid and reliable information on:

The performance of UNICEF-supported programmes including their relevance, efficiency, effectiveness, and sustainability, and in emergency contexts, their coverage, coordination and coherence.

S/he works within the UN country team to support UNDAF goals for delivering valid and reliable information on the attainment of the SDGs and other goals, and on the performance of UN-supported programmes.

S/he supports the preparation of the standard UNICEF planning documents and assists in strengthening national planning processes including those at decentralized level to ensure that the concerns of children and women are reflected.

S/he assists in the development of national capacities for planning, monitoring and evaluation, with special attention to the interest, concern and participation of government, community, and civil society stakeholders.

Key function, accountabilities and related duties/ tasks

Monitoring, Evaluation& Research Planning

The Country Office and national partners have a well-prioritized and realistic plan of research, monitoring and evaluation activities, developed collaboratively that provides all the relevant and strategic information needed to manage the Country Programme.

Setting Standars for Programme planning

 Documentation for the Country Programme including: Country Programme Document, Country Programme Action Plan, Country Programme Management Plan, Annual Work Plans, Programme Documents, Annual Management Plan are prepared in a timely manner as per guidelines.

Nationally led planning processes are strengthened including those at decentralized levels to support the realization of national development goals and international commitments which contribute to improving the situation of children and women and reduce disparities among the most vulnerable populations and ensure that UNICEF country programme and UNDAF development processes respond effectively to these.

 Situation Monitoring and Assessment

 In coordination with other stakeholders, ensure that a collectively Situation Monitoring and Assessment system owned by all key partners is in place, through which the Country Office and national partners have timely and accurate measurements of change in conditions of children, women and their families; ensure that this information is available to facilitate planning and measure programme impact.

 Programme Performance Monitoring

 The planning function of the Country Office has quality information collected and disseminated with the participation of all concerned partners to assess progress towards expected annual and multi-year results.

Evaluation

 UNICEF-supported evaluations attain established UN quality standards, and the results are disseminated in a timely fashion to stakeholders for improving programme performance and contributing to national and corporate learning. The post will be dedicated one third of its time to this function in line with the UNICEF revised evaluation policy requirement.

Field Monitoring

 Guidance and quality assurance will be provided to field visits to monitor programme implementation, as well as coordination of annual programme reviews with government counterparts and other partners. Contribution to identify problems or alternative courses of action to accelerate/improve programme delivery.

M&E Capacity Building

 The planning and monitoring capacities of Country Office staff and national partners-government and civil society- enhanced with the contribution of UNICEF knowledge partners meet the expectations and requirements of their positions and

responsibilities.

The UNICEF office is linked to wider UNICEF and UN-wide M&E developments in a way that both contributes to and benefits from organizational learning on effective M&E management.

Cross Cutting Support

 The position will provide cross-cutting support to all four programme pillars(components) of technical nature.

Impact of Results: The position will contribute to all country programme results however, will contribute directly to the results of the programme effectiveness pillar. The related outcome and output are noted as follows:

Outcome statement: The country programme is efficiently managed, coordinated, monitored and evaluated to meet quality programming standards in achieving results for children.

Output statement: UNICEF staff and partners are provided with guidance, tools and resources to effectively plan and monitor programmes.

As the post is technical, supervision is limited to guidance on the overall work and organizational policy.  Incumbent is expected to work independently on the design of methods for planning, monitoring and evaluation and consult with the supervisor when major policy decision and actions must be undertaken.

To qualify as a champion for every child you will have…

 An advanced university degree in one of the following fields is required:  social sciences, statistics, development, planning, economics, demography, business or public administration.

A minimum of five years (5) of relevant professional work experience in a Planning, Monitoring and Evaluation related field is required, preferably in a developing country context.

Experience working on Planning, Monitoring and evaluation in the UN or other international development organization is an asset.

Fluency in French & English is required.  Good Knowledge of Arabic is a strong asset.
