In this regards, the Secretary General in its 2018 Report on Special Measures for Protection from Sexual Exploitation and Abuse (SEA) launched a Strategy that strengthens the United Nations’ commitment to assist victims of SEA and to take effective actions to prevent and end impunity for SEA by UN staff and related personnel. UNICEF has adopted concrete measures throughout the organization to meet its commitments and responsibilities regarding SEA, including through the assignation of dedicated personnel to build internal capacity to prevent and respond adequately to SEA in high risk areas.
As a lead agency in addressing SEA and GBViE, UNICEF has expanded its on-the-ground programming in recent years and made prevention of and response to SEA and GBViE one its targeted priorities in its Gender Action Plan (GAP) 2018-2021. The GAP is integrally linked to UNICEF’s Strategic Plan (SP) and provides a clear programmatic focus on the gender-equitable results that UNICEF aims to achieve across all areas of its SP. UNICEF is also a leading agency in the development of programming and tools related to SEA and GBViE, including supporting the development of the Call to Action Roadmap, the implementation of multi-country GBViE evaluations, the implementation of the revised IASC GBV Guidelines (2015), the revision of the GBV Coordination Handbook (2016) and the development of the UNICEF GBViE Programme Resource Pack.
How can you make a difference?
Under the overall guidance and supervision of the Chief of Child Protection Program, the PSEA-GBViE Specialist will support the development, implementation, monitoring and evaluation of UNICEF’s SEA-GBV-related emergency preparedness and response in Burkina Faso, ensuring overall efficiency, effectiveness and delivery of results in accordance with the UNICEF Core Commitments for Children in Humanitarian Action and national and international humanitarian standards. He/she will be in charge to implement in particular the CO PSEA plan of action.

Ensure strategic and effective advocacy, planning and formulation of PSEA and GBViE programmes/projects
Contribute to the achievement of goals and objectives to create a protective environment for women and children against harm and all forms of violence, and ensures their survival, development and well-being in society. Achievements in PSEA and GBViE programmes and projects in turn contribute to maintaining/enhancing the credibility and ability of UNICEF to provide programme services for mothers and children that promote greater social equality in the country.
Ensure related emergency preparedness and effectiveness of country programmes and regional interventions; and timely recruitment of technical consultants for effective programme response.
Provide technical support for the timely implementation of the Country Office PSEA Action Plan and actions in GBV.
Build the capacity of selected UNICEF staff who could replicate PSEA and GBViE training with partners.
Delivers training on PSEA to UNICEF staff as needed.
Apply/introduce innovative approaches and good practice to build the capacity of partners and stakeholders and to support the implementation and delivery of concrete and sustainable program results (U report -Rapid Pro and PSEA).
Keep abreast, research, benchmark and implement best practices in child protection management and information systems. Assess, institutionalize and share best practices and knowledge learned.
Contribute to the development and implementation of policies and procedures to ensure optimum efficiency and efficacy of sustainable programs and projects.
Ensure resource mobilization and timely develop donor reports on PSEA and GBViE.
PSEA-GBViE programming and technical support
Develop appropriate PSEA-GBViE-related policies, strategies and implementation frameworks to deliver a comprehensive package of SEA- GBViE prevention and response services, in collaboration with the regional office and HQ.
Consolidate the PSEA -GBViE situation analysis based on available information. Advise on what additional PSEA-GBV-related information is needed through one-off data collection or strengthening of available PSEA- GBViE information systems, to guide the response.
Establish a rapid response team on SEA within UNICEF Burkina, ensure a comprehensive timeline of actions, and monitor all actions taken on reported cases. Ensure the coherence between rapid response and long-term child protection interventions including identification of social norms and harmful practices
Ensure that child survivors of SEA and GBV receive holistic support including psychosocial, medical, access to justice and any other required assistance following key principles such as protecting privacy, dignity and confidentiality. Adults will be referred to UNFPA or other relevant GBViE working group members.
Undertake field visits at emergency locations to assess GBViE programme progress, identify major problems and constraints, and propose actions and solutions.
Advise on the appropriate staffing (level and skills) required to deliver on UNICEF’s agency mandate for both programme and coordination responsibilities from onset through transition from emergency.
To qualify as an advocate for every child you will have…
An advanced university degree (Master’s or higher) in international development, social science or related technical field (e.g. social work, political science, human rights, Law, etc.).
A minimum of 5 years of relevant professional experience in the field of PSEA and GBV or child protection.
Developing country work experience and/or familiarity with emergency is considered an asset.
Fluency in French is required. Good writing and speaking skills in English is an asset
