For every child, EducationRecent  studies on out-of-school children indicates that 7.4 million children in the age group 5-17 years are out of school. Sixty percent of the 6-11 primary school age children are 6 and 7 year-old who are not in school due to unaffordable costs, distance, socio-cultural barriers and other factors of vulnerability (child­labour, sexual abuse, early marriage, early pregnancies, disability, poor quality of fostering, the lack of parental care and support, years of armed, inter-tribal/land related conflicts, and ethnic/geographic marginalization}. The MICS 2018 confirmed the number of OOSC didn’t increased in DRC but remain high at more than 7.6 million.

UNICEF continues contributing to the reduction of the number of children out-of-school but along with Government and development partners, deal with key issues of school fees costs, vulnerability and geographic marginalization of 1.7 million children missing access to education in emergency settings in a country facing multiple conflicts, floods and 6 health outbreaks (Ebola, COVI0-19, measles, Cholera, Polio, Malaria).
The COVI0-19 increased the vulnerability of children as now more than 31.5 million children and adolescents are still out of-school (due to COVI0-19 or not).
DRC is eligible to GPE accelerated funding and UNICEF was designated as partner agent for 2 of them. In addition, UNICEF has also received an additional large funding from Education Cannot Wait (ECW).
UNICEF would like to achieve the results expected for these  funds by ensuring that most vulnerable children are targeted.
How can you make a difference?Support is required by the DRC Country office in this large-scale projects’ implementation. Under the general supervision of the chief of section, the Education Specialist will assist in the following: contribution to coordination reporting, implementation including monitoring financial side, general monitoring including teamwork, partnership development and capacity building in a sustainable prospective.

KEY ACCOUNTABILITY, DUTIES AND TASKSThe incumbent will work on following 3 specific objectives;

1. Coordination and ReportingQuality assurance of the project implementation and reporting is ensured
Coordination and harmonized guidance providedSynergies and complementarity with other partners’ ongoing projects in the country (and particularly for the 12 provinces of focus) are doneContribution to data analysis and progress/final reporting doneFinancial implementation by partners are tracked and analyzed by provinces and for the full project.
2. Partnerships development, follow up and documentationDevelopment and negotiations of PCAS, TORs for individual and institutional consultations
Preparation of documentation for regular communication with MoE, development partners, implementing partners, field teams undertaken;Partnerships with implementing partners supported and monitored;Quality assurance of signed partnerships ensured;Implementing partners capacity reinforced to ensure expected results of partnerships.
3. Monitoring of project implementationEffective implementation of the project in all the country, and particularly for the provinces of focus, is done remotely and through field missions.
Specific focus on budget monitoring with alternative qualitative programming options provided when neededCompliance of data collection for completion of indicators ensured;Project implementation progress is monitored by regions and for the whole project;Appropriate and effective remedial actions taken to solve implementation issues
EXPECTED RESULTS     1. Detailed monthly programme situation reports including up-to-date financial breakdown status of expenses;
     2. Effective follow up of the implementation of the whole interventions planned in the project, in close collaboration with the MoE and partners;     3. Regular and detailed quarterly reports (indicators) to donors and other stakeholders are made.     4. All progress and final reports made on time     5. 100% of the targets of the project reached;     6. 100% of funding committed 3 months before the grant expiration     7. 100% of funding spent at least one month before the grant expiration
SUPERVISION, FEEDBACK AND REPORTINGThe incumbent will be based in Kinshasa in DRC, under the direct supervision of the chief of education section(P5). He/she will work in close daily cooperation with education officers, specialists and manager from Kinshasa and 10 field offices, other sections of the country office, government counterparts, development partners and NGOs.
To qualify as an advocate for every child you will have…An advanced university degree (Master’s or higher) in education, economics, psychology, sociology or other social science field is required.
A minimum of 8 years of relevant professional experience in education programme management, monitoring and evaluation or in a related field.Proven Experience of program and budget management and analysis Knowledge and experience of UNICEF proceduresPrevious experience of management of large-scale projects (more than 10 million) is an asset,Experience in Global Partnership for Education (GPE) and Education Cannot Wait (ECW) funded projects is an assetExperience in monitoring and evaluation tools and systemsDeveloping country work experience and/or familiarity with emergency is considered an asset.Fluency in English and French is required.
