The cyclone IDAI and floods affected an estimated 600,000 people, including 260,000 children, and displaced at least 128,941 people (as of 25 March 2019), which are hosted in 143 transit centers installed in Sofala, Manica, Zambezia and Tete provinces. The impact of the cyclone is one of the worst tropical-cyclone-related disasters in the southern hemisphere. The IDAI cyclone devastated Beira city, home to Mozambique’s second largest port and a low-lying city, which serves as a gateway to landlocked countries in the region, the impact has been significant for the 500,000 residents with critical infrastructure damaged and heavy flooding as the water has nowhere to drain. Several rivers have broken their banks, or are about to, leaving a huge area covered by the waters, and only accessible by air and water. Heavy rains preceding the cyclone have compounded the problems. The largest number of transit centers are in Sofala where there are at least 103 centers. Moreover, the Government has planned to temporarily settle 400,000 displaced people in accommodation centers, although concerns about health and protection related risks especially related to cholera. One million children need assistance and over 3,000 classrooms were damaged. On top of these damage, moreover, the cyclone Kenneth hit Cabo Delgado province on evening of April 27 to 28 and at least 193 classrooms have been destroyed or damaged, impacting 21,717 students, according to INGC.
The purpose of this vacancy is to provide strategic leadership and facilitate the processes that will ensure a well-coordinated, strategic, adequate, coherent and effective EiE response.
The EiE Specialist, under the supervision of the Chief of Education, will work closely with UNICEF emergency and education colleagues, the Ministry of Education and Human Development (MINEDH), the Education Cluster and Education Cluster partners to provide technical expertise and guidance on the Education response design, ensuring overall efficiency and effectiveness of the response strategy and accomplishment of its goals and objectives. Further, the EiE Specialist will work closely with the Education Coordinators, district education and youth authorities, UN agencies and NGOs involved in the sector to strengthen coordination in assessments, planning, implementation, and monitoring and evaluation of the emergency education responses in storms/ flood/cholera and potential drought in the affected areas.
MAIN RESPONSIBILITIES AND TASKS
Coordinate with UNICEF Maputo, other hubs (Beira, Chimoio, Quelimane and Pemba) and cluster partners for any EiE planning, preparedness and response;
Coordinate with Implementing partners (ex. COSACA) for any EiE planning, preparedness and response
Support cross cutting issues for the emergency education preparedness and response including: i) support to and participate in sector coordination as part of UNICEF roles agency of last resort; ii) attend sector and inter-sectoral meetings as well as coordinate priority cross-cutting issues (e.g. gender, PSS; Mine Risk etc.; iii) resource mobilization;
Planning and Preparedness
Support UNICEF Maputo for preparing operational plans in consultation with concerned party;
Support UNICEF Maputo for development of relevant partnership frameworks including standing agreements with INGOs/NGOs;
Assess the situation to identify the needs in newly identified affected area as required
Implement the UNICEF emergency response to restore education service provision in flood affected areas with UNICEF implementing partners (IPs)
Support actions towards transition to recovery and reconstruction of education in the short and medium: i) support reestablishment of learning; ii) documentation and reintegration of displaced children; iii) support the reconstruction and rehabilitation of affected schools’ facilities; and iv) support curriculum and teacher training.
Monitoring and Evaluation
Monitor the situation and activities (both cluster and UNICEF’s) based on operational plan and 4W table through any available communication means and visits to the sites in close collaboration with UNICEF IPs and cluster members as required;
Provide support to knowledge management and monitoring evaluation and reporting: i) draft key EIE documents and reports; ii) support establishment of effective information management for the education response; iii) establish and strengthen of monitoring and reporting mechanisms
Any other functions can be given to deal with emergency situation.
KEY EXPECTED RESULTS/DELIVERABLE
Timely sectoral analysis – input, support and collaborate on ongoing situation analysis for effective program planning, development and management, promoting a gender-specific framework.
As needed, participate/conduct multi-sectoral, rapid and on-going assessment and analyses, considering the approach and tools agreed by the government and Education Cluster
Technical guidance and direction – ensure alignment with UNICEF’s sectors and the Education Cluster’s strategies and approaches.
Refine/produce a clear EiE strategy and work plan
Promote an inter-sectoral approach with Child Protection, Health, Nutrition, WASH, C4D, etc.
Promote learning across the life cycle from ECD to adolescents
Promote gender-specific and inclusive programming, with a focus on children experiencing disabilities
Quality oversight of EiE programming – with neutrality and transparency in compliance with the established guidelines and procedures; and with accountability to affected populations through effective, inclusive and consultative and feedback mechanisms.
As needed, draft/finalize key EiE program updates, documents and reports
Share good practice, lessons learned and knowledge/information exchange amongst UNICEF Education and other sectoral colleagues, partnerships and collaborative relationships with all stakeholders
Provide end of deployment report including observations and recommendations to further strengthen EiE response and recovery, with a focus on strategic bridging of humanitarian and development dimensions.
MINIMUM QUALIFICATIONS AND COMPETENCIES
Advanced university degree in Education or relevant related field, or equivalent qualification. Demonstrable professional technical expertise in education in emergencies, early recovery and post-crisis transition.
*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
Relevant professional work experience for 8 years (at a mid-level), preferably from the ESAR region
Experience in humanitarian action within the education sector
In depth understanding of and training in the INEE Minimum Standards for education in emergencies
Excellent advocacy and communication skills particularly in relation to advocating for education provision in humanitarian crises and good interpersonal skills
Good computer skills (Ms Office, SharePoint etc.)
Demonstrated ability to establish harmonious and effective working relations both within and outside the organization.
Fluency in oral and written Portuguese and English are essential.
