UNICEF Sudan is looking to hire a Coordination and Programme specialist who will ensure the coordinated design, planning and budgeting of UNICEF’s integrated projects’ (with an education/protection entry point) outcomes, activities, approaches and strategies in close collaboration with programme sections and involved field offices, as well as ensure the timely implementation of the activities in line with the approved proposals together with sections and field offices and adhering to a Results Based Management (RBM) approach. The Coordination and Programme Specialist will receive guidance from the Deputy Representative, the Partnership Manager and the lead sections/offices.
– Coordinate and liaise with relevant donors and other strategic partners, in close collaboration with the Partnership Manager, to ensure that office/programme resource mobilization priorities are fully supported by submitting timely, integrated concept notes and proposals and by maintaining regular contact with donors on implementation and to enhance partnerships. Support the preparation of narrative and financial reports by providing timely, accurate and verified information and statistics. Prepare advocacy, communication and information materials to promote awareness, establish partnerships/alliances and support mobilizing additional resources for multisectoral programs and emergency interventions.
– Build and sustain effective close working partnerships with relevant government counterparts, national stakeholders and global partners/allies/academia through active networking, advocacy and effective communication to build capacity, exchange knowledge/expertise and to reinforce cooperation to achieve sustainable and broad results in integrated/multisectoral programs. Participate and/or represent UNICEF in appropriate inter-agency discussions and planning on multisectoral issues to collaborate with inter-agency partners/colleagues on planning and preparation of programs/projects ensuring organizational position, interests and priorities are fully considered and integrated in the process in development planning and agenda setting.
– Participate in strategic program discussion on the planning of multisectoral programmes/projects, particularly in establishing ties within the annual work plans, developing strategies and determining priorities/targets and performance measurements.
– Provide technical support to relevant colleagues in-country and at regional level on good practices and lessons learned as part of wider capacity building in this relatively new and innovative area for integrated/multisectoral programming in Sudan and beyond.
– Coordinate internally with the members of the Multisectoral Grant Management Committee (MGMC) for efficient programme/project planning, implementation and reporting: organize regular, monthly coordination meetings to deliver programme/project updates and proposals for key decisions, based on the committee TOR, previous deliberations and the approved accountability framework and strategic plans, following up on actions, circulating materials one week in advance and sharing minutes and requested documents. Coordinate work progress monitoring and ensure results are achieved according to schedule and performance standards and ensure that these are shared through the Management Committee on critical issues for timely actions. Put in place with Planning, Monitoring and Evaluation section, a proper collection, use and monitoring of baselines, standards and indicators needed to measure and analyze UNICEF’s integrated performance and results.
– Negotiate and plan strategic, integrated partner cooperation agreements in a timely manner, together with sections/field offices and in compliance with established guidelines and procedures and participate in the implementation and monitoring.
– Undertake regular field visits either individually or in integrated teams to support, verify, monitor and evaluate the implementation of projects. Minimum 2 in 8 weeks are expected to be spent in the field. Actively assess/monitor progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant colleagues/management for timely resolution. Advise on corrective actions required to reach planned targets/results. Participate in monitoring and evaluation exercises, program reviews and annual reviews with Khartoum based staff, field based staff, donors, government and other counterparts to assess progress and to determine required action/interventions to achieve results.
– Monitor and verify the optimum/appropriate use of sectoral program resources (financial, administrative and other assets) confirming compliance with organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity and ensuring timely reporting and liquidation of resources.
– Establish a framework and mechanism for regularly consulting with and communicating updates to relevant colleagues at Country Office level and beyond, as relevant.
– Provide technical guidance and operational support (especially wthin education and protection, however the specialist is expected to have the responsibility of all areas of the integrated projects, including health, nutrition , WASH where applicable) to government counterparts, NGO partners, UN system partners and country office partners/donors on interpretation, application and understanding of UNICEF policies, strategies, processes and best practices and approaches on child protection and related issues to support program management, implementation and delivery of results.

Advanced University Degree (Master’s) degree in Education, Business Administration, Social Science, Public Administration/Policy, International Development or other related and relevant field.
A minimum of 5 years of relevant experience, preferably working for a UN Organization, INGO or similar within education, child protection, integrated/multisectoral, multiphaseted programme coordination/management, donor/partner relations
Developing country work experience and/or familiarity with emergency is considered an asset.
Fluency in English is required. Excellent written and verbal English skills are an essential job requirement. Knowledge of Arabic language is an asset.
