For every child, hopeUNICEF Mali Supply is faced with an increasing demand for procurement of programme essential commodities and services to effectively respond to COVID pandemic. The complex contracting management as well as the need to establish various local LTAs to meet timely Programme and Operations deliveries require a dedicated professional. This will ensure more effective procurement and contracting functions and day to day oversight of all procurement and contracting activities and ensure value for money.

How can you make a difference?Under the general guidance of the Supply and Logistics Manager, the Contract Specialist plans, develops and executes an effective and efficient procurement of institutional services and goods for programme and operational activities for the Mali Country Office in compliance with UNICEF procurement and contract procedures, rules and regulations. Ensures that the contracting function produces affordable and quality outputs with a significant impact on programme delivery of much needed supplies and services. Works closely with Innovations team, programmes, government, other UN agencies and partners on project design, needs assessment, work plan and procurement execution and contract management.

Key functions, accountabilities and related duties/tasksIn collaboration with all stakeholders (programme, partners, suppliers, finance), effectively administers and manages contracts, i.e. development of specifications; attend bid openings and post bid evaluation meetings; review of bid documents including analyses of Bills of Quantities (BOQ), technical and financial proposals; compile and analyse submitted bid data.
Advise management of contractual rights and obligation; compile and analyse data; and maintain historical information.Compile and manage Invitation to Bids (ITBs), Request for Quotations (RFQs) and Request for Proposal (RFPs) to ensure completeness and appropriateness.Provide technical advice to Contract Review Committee (CRC) for award of contracts and present such submissions.Prepare contract documents that ensure completeness, appropriateness and that protect best interest of the organization by ensuring proper contracting processes and fulfillment in accordance with organizational policies, legal requirements, and customer specifications.
To qualify as an advocate for every child you will have…Advanced university degree recognized academic institution, in Supply Chain Management, Business Administration, Management, International Economics, Engineering, International Development, Contract/Commercial Law or directly related areas including logistics operations or UNICEF programme areas is preferred.

* A first University Degree in a relevant field combined with 2 additional years of professional experience relevant to this post may be accepted in lieu of an Advanced University Degree. Minimum of five years progressively responsible professional work experience at the national and international levels in programme planning, management, monitoring and in procurement and supply management systems. Knowledge in procurement and supply management and relevant related regulations as well as the latest developments and technology in the field.Knowledge of relevant information technology software, including VISION.Knowledge of Supply Chain Management preferably in a developing country context.Mastery of technical knowledge (product knowledge, market research/analysis) required for Supply Management/Purchasing/Contracting (e.g., vaccine, equipment, medical supplies, contracts, customs function, taxation, insurance, etcDeveloping country work experience and/or familiarity with emergency is considered an asset.Fluency in French and English is required. Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) or a local language is an asset.
