UNICEF is conducting a research project Getting into the Game seeking to strengthen the evidence base on policies and practices for S4D and to build knowledge on how to effectively use S4D to promote positive outcomes in four specific areas: 1) Education; 2) Social inclusion; 3) Child protection; and 4) Empowerment.

Given its convening power and potential for reaching massive audiences, sport is an essential tool for realizing UNICEF commitments to deliver child rights within Agenda 2030. These initiatives offer a unique opportunity to leverage UNICEF’s partnerships in the world of sport to carry out far-reaching campaigns with strong potential to change lives.

Purpose

At the request of the Government of Ecuador, UNICEF is looking for an international consultant to support the Government, in developing a programme that aims at using sports as a tool to organize communities to prevent violence, improve the use of free time and keep children and adolescents away from drugs and alcohol, prevent obesity and overweight,  and provide opportunities to develop skills and abilities in children and adolescents.  The consultant will work closely with the Secretary of the Presidency and the Minister of Social and Economic Inclusion on developing the strategy, setting up a monitoring framework, as well as provide tools and resources to help integrate sport partnerships into core policies of the Ecuadorian Government.

Specific Tasks and Deliverables

  • Develop a strategy for engaging children, adolescent and their communities in a process of Sport for Development, under the guidance of the focal points designated by the Government of Ecuador and under the supervision of the Deputy Representative of UNICEF Ecuador.
  • Revise the concept note prepared by the Ecuadorian Government and align it with UNICEF core priorities, enrich it with research findings and communicate and coordinate UNICEF response to Government needs.
  • Develop a strategic document outlining the Goals, Results, Activities and Indicators of the project aligned with UNICEF concept of Sport for Development.
  • Coordinate the development of support materials: branding, messages, Q & A, facts and figures, etc.
  • Devise a monitoring and evaluation framework to be incorporated into the plans.
  • Other tasks as requested.

Profile

  • Advanced university degree in the social sciences, programme communication, international development, sports science.
  • 5-8 years relevant work experience. Previous experience with UNICEF is an asset.
  • Excellent analytical, research, writing, and communication skills.
  • Proven ability to translate research findings into practical guidance.
  • Strong understanding of civil society’s role in international development.
  • Familiarity with sport for development concepts and an appreciation of the potential for sport to change lives.
  • Strong interpersonal skills.
  • Proven ability to work independently, take initiative, and produce results.
  • Proven ability to meet deadlines, often on short notice.
  • Computer skills, including internet navigation and various office applications.

 The application must contain technical and financial proposals. Travel to Ecuador should be included in the financial proposal
