Background and Justification
For 70 years, UNICEF has been working on the ground in 190 countries and territories to promote children’s survival, protection and development. The world’s largest provider of vaccines for developing countries, UNICEF supports child health and nutrition, good water and sanitation, quality basic education for all boys and girls, and the protection of children from violence, exploitation, and AIDS. UNICEF is funded entirely by the voluntary contributions of individuals, businesses, foundations and governments.
UNICEF South Sudan Country Programme wants to prioritize strengthening the ability to efficiently achieve results by developing an online platform for managing key operations procedures such as fleet management, guest house management and protocol related services. This innovative business processes project will invest in advanced technology, existing knowledge and systems to build a stronger platform to conduct operational business as paperless and as efficiently as possible. The primary aim is to serve staff members on the go, for any operational support they may need to drive change for every child through increased connectivity and improved access to UNICEF information and systems, regardless of location or circumstance.
Scope of Work
Goal and Objective:
To support UNICEF South Sudan’s digital transformation, by developing an online platform which will help manage requests, from point of initiation to completion, related to fleet management, guest house management and protocol related services. Besides managing requests, the same online platform should have the ability to generate regular reports related to the same services.
The digitalization business functional analyst will work closely with both the Administration and ICT teams to ensure alignment of system design with UNICEF systems and existing standard operating procedures. The position will involve a mixture of user story write-ups to determine business requirements and engaging focus group discussions to ensure thoroughness of design along with technical guidance to inform business decisions.
Reference to work plan
This assignment fulfils the South Sudan Annual Management Plan priority result 4 – Innovation Business Process for the CPD 2019-2021, Outcome: Operational Effectiveness – The country office programme have management and operations practices that are effective, efficient, secured and risk-informed with specific focus on output: Finance and Administration Management.
Activities and Tasks
Lead the requirements elicitation from business owners and user group, identifying, analyzing and documenting detailed technical and functional requirements.
Subject matter expertise with respect to functionality within solutions, especially where they focus on software integration utilizing an approach to utilize existing API endpoints.
Analyze and recommend potential functional solutions to business problems, with adherence to technology industry best practices and the standards observed in UNICEF’s environment
Scanning existing UNICEF office products as well as off-the shelf and open source solutions to support analysis of buy versus build decision and any related procurement processes.

The incumbent will report to the Administration Specialist under the direction of the Deputy Representative.

Payment Schedule
Six payments will be made on a monthly basis and will be linked to deliverables. The consultant will submit monthly reports with updates on the project.
Desired competencies, technical background and experience
Minimum qualifications & experience required.
Master’s degree or equivalent in Information Technology, Communication or Information Management; First degree is acceptable with seven (7) years of relevant work experience.
A minimum of five (5) years of relevant experience with Microsoft SharePoint and related products, including two (2) years in the following areas:
Related experience with Microsoft Exchange, Teams, Power BI, PowerApps, Azure Portal, and/or comparable products. General knowledge of Microsoft Office 365 and an understanding of best practices and guidelines.
Ability to deliver effective solutions while working closely with stakeholders to ensure that business requirements are met.
Strong interpersonal communication and functional analysis skill sets.

The assignment will be supervised by the Administration Specialist in Juba.

Risks
Development of a similar global user platform by UNICEF may render this SSCO initiative redundant. Therefore, it is essential for SSCO to effectively coordinate with relevant colleagues in the Regional Office and NYHQ to ensure coordinated approaches and prevention of redundancy.
In South Sudan context, this initiative may face the risk of inconsistent accuracy of staff location especially in the onset of a crisis. To manage this risk the initiative will be tested as part of a critical activity in the BCP simulation exercises to ensure that staff would be accurately accounted for considering a breakdown of the communication infrastructure in the country.
