Background/Rationale for the Assignment
With a vision to step-up the sustained communication, community-engagement and citizens’ participation in a fragile country setting, UNICEF supported the Ministry of Health (MoH) to commence an Integrated Community Mobilization Network (ICMN) in all 10 state hubs of South Sudan. Currently, the network reaches around 450,000 households covering almost 3 million vulnerable, marginalized and in-need population. The main objective of these efforts was to ensure that the communities have sustained access to information on positive behaviours and life-saving practices aimed at improving informed decision-making, equitable service demand and enhanced social accountability.
In less than a year, the ICMN has evolved into a social change network that includes around 2500 community-level-mobilizers, with about 500 supervisors supporting their community engagement activities at grass root levels addressing both: humanitarian and developmental priorities and needs of South Sudanese population. In the process of fostering social accountability initiatives, UNICEF engaged 30% of girls, women and mothers with the ICMN while the overall percentage of young people engaged within this network is 85%. This composition is key for further promoting civic engagement and advancement of social accountability mechanisms through its building blocks: identification of (gender related) barriers and inequalities for service demand and delivery; obtaining, analyzing and disseminating information; mobilizing community support, and advocating and negotiating change.
Through the ICMN, UNICEF is building strong linkages with the community influencers, religious leaders, teachers, and other influential groups in a community that have proven to be crucial for building community ownership and sustainable social and behavioural change communication efforts, particularly in fragile and complex country settings such as South Sudan. For that end, UNICEF requires a full time professional.
The communication for development (C4D) consultant will report to the section chief for general guidance and supervision along with reporting to Chief of Field Offices, he/she will play a crucial role in leading the C4D unit and program providing technical and operational support to the Integrated Community Mobilization Network and the development of a systematic and evidence based strategy to promote measurable behavioural and social change.
Purpose / Tasks and expected results
Manage and support state level partners & C4D officer in the implementation of Integrated Community Mobilization Network programs;
Provide technical support to UNICEF C4D officer and implementing partners, including in the development and/or sharing of relevant standards, protocols, guidelines, and training materials;
Plan, budget and monitor monthly activities of ICM network along with conducting supportive supervision to county and payam level to ensure quality program implementation;
Ensure monthly reporting of ICMN activities in coordination with the state C4D officer;
Develop strong partnerships with community groups, leaders and other partners in the community and civil society to promote UNICEF efforts aimed at social and behavioural changes.
In close consultation with CO team, organize/implement capacity building initiatives to enhance the competencies of state/county/payam and community mobilizers.
In close consultation with M&E team, contribute to the office M&E mechanism, including reporting against set targets/results;
Qualifications and Competencies
Bachelor’s degree in the social/behavioural sciences (Sociology, Anthropology, Psychology, and Health Education) with emphasis on strategic communication planning for behaviour development, social mobilization, participatory communication and research.
Minimum 3 years of relevant professional work experience in the planning and management of social mobilization networks with practical experience in the adaption and application of communication planning process.
Experience in Humanitarian/emergency programming is essential, and experience of South Sudan programming is an asset
Fluency in spoken and written English.
Computer skills, including internet navigation, and various office applications.
Demonstrated ability to work in a multi-cultural environment

Duty Station and Official Travel: Juba, South Sudan
Estimated Cost of the Consultancy:- The total budgetline of this consultancy will not exceed USD 6,000 monthly inclusive of Living allowances and consultancy fees. The fees will be paid upon submission of monthly report approved by C4D Chief. Applicants are requested to send financial proposal.
DSA will be paid for in-country travel as applicable.

Travel Clause
All UNICEF rules and regulations related to travel of Consultants/ Individual Contractors apply.
All travels shall be undertaken only upon the prior written approval by UNICEF.
The eligible maximum amount for travel is specified in the contract.
The consultant is responsible for his/her for travel arrangements. The most economic and direct route is authorized.
Travel costs will be reimbursed after the completion of mission. UNICEF will pay the applicable DSA rate and other travel related expenses upon submission of the invoice together with the supporting documentation.
Nature of Penalty Clause in Contract
If the final reports and documents are not submitted according to the deliverable stated in this TOR, the payments will be withheld. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines (fees reduced due to late submission: 20 days – 10%; 1 month -20%; 2 months -30%; more 2 months – payment withhold). All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.
