1. Background

UNICEF works with and for disadvantaged children and adolescents in 21 countries and territories across Europe and Central Asia. In a Region of middle- and high-income countries, it is possible to ensure that every child is thriving, learning, protected and participating in the world around them. Yet in Europe and Central Asia, too many children are still left behind:

  • Around 664,000 children in the Region are growing up in institutional care – this is more than five times higher than the global average. Around 50 per cent of the children and adolescents in institutional care in the Region are living with disabilities.
  • 5.8 million children and adolescents, typically aged 5 to 17, are out of school across the Region. 2.7 million adolescents of lower and upper secondary age are not in school, with those who feel unwelcome and excluded most likely to drop out. Almost one quarter of young people in the Region are not in education, employment or training.
  • Only 60 per cent of children, typically aged 3 to 5, are enrolled in pre-primary schooling.
  • Of the estimated 5.1 million children with disabilities in the Region, only 1.5 million are registered as having a disability, and only 15 per cent of these children attend any school, leaving around 4.7 million out of school.
  • Under half of all Roma children are enrolled in lower and upper secondary school, compared to a Regional average of 85 per cent.
  • 400,000 children under the age of one have not received the recommended three doses of DTP vaccine, and immunization rates are falling because of system failures and vaccine hesitancy.
  • Less than 30 per cent of Roma children are fully immunized in parts of the Balkan countries.

12 Country Offices in Europe and Central Asia region will initiate in 2021 new country programmes. UNICEF Regional Office is providing technical assistance and guidance to the 12 countries to understand the key determinants affecting realization of children’s rights and the key barriers of exclusion, along with identifying opportunities to strengthen child rights programming.

2. Purpose and objectives

UNICEF Regional Office for Europe and Central Asia is looking for an international expert in behaviour and social change communication (C4D) to:

  1. Review regional evidence on: immunization; out of school children; child institutionalization; and adolescent and youth empowerment and participation to identify barriers affecting realization of children’s rights in the four areas. The expert will use the social ecological model in the analysis and systematization of the evidence, identifying the key determinants/factors influencing service providers’, caregivers’ and adolescents’ behaviour and decisions to act.
  2. Review of regional and global evidence of what works and what does not work to address identified barriers and support adoption of positive practices in the four areas. As little from the work done in the region was published, the consultant may be required to conduct skype calls/interviews with C4D officers and programme staff in country offices.
  3. Develop strategy notes with intervention options for each of the four areas. The proposed options (approaches and actions) will focus on the three delivery platforms: service delivery platform; community-based platforms; media platforms and will ensure the aspects of scale and sustainability are taken into account. The system/service delivery platforms options will strengthen the demand generation by service providers and will reinforce their capacities to identify and proactively address challenges in the four areas through improved interpersonal communication and community engagement.
  4. Develop a strategy note articulating the linkage between C4D and CP (strategic priorities, VAC & SSWF) in ECA region.

3. Details of how the work should be delivered:

The consultant is expected to implement all activities from June to August 2019, in close consultation with UNICEF ECARO C4D section. The consultant will consult each draft of the deliverables with the UNICEF ECARO and will reflect all comments and recommendations in the next versions of the deliverables. The consultant will be responsible for undertaking the tasks outlined below:

4. Performance indicators for evaluation of results:

The performance of work will be evaluated based on the following indicators:

  • Completion of tasks specified in ToR.
  • Compliance with the established deadlines for submission of deliverables.
  • Quality of deliverables.
  • Demonstration of high standards of work.

5. Qualifications/specialized knowledge/experience required to complete the task.

  • A post-graduate degree in social sciences, preferably on social and behaviour change, communication for development, social psychology.
  • At least 7 years of experience in working on communication for behaviour and social change on issues related to immunization, out of school children/inclusive education, de-institutionalization / prevention of family separation and adolescent and youth empowerment.
  • Previous experience in working in Europe and Central Asia region.
  • Excellent command of English.
  • Familiarity and experience working with the UN (ideally with UNICEF).

6. Applications

The candidates which receive a minimum of 70 points will be considered further.

7. Payment schedule

UNICEF will issue a consultancy contract in USD. The payment will be made in USD by bank transfer, in two instalments:

  • 60% after submission of the desk review report, report on what work and what does not and the 4 strategy notes (tasks 1-3).
  • 40% after the submission of the strategy note articulating the linkage between C4D and CP (task 4).

The consultants will send invoice and payment will be made upon satisfactory completion of deliverables. If the reports and documents are not submitted per the deliverables and timeframe stated in this TOR, the payments will be withheld.

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines. All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.

8. Reporting:

The contractor will be supervised by and will report to the Regional C4D Advisor. Regular emails and phone/Skype calls will be used to update the supervisor.

9. Administrative Issues:

UNICEF will facilitate access to key literature and documents. The consultants are expected to work remotely.
