Strategic office context:
Social media plays a key role in UNICEF’s response to global shifts in the field of communication, aid and development. While social and digital media is still nascent in Republic of the Congo, the market is growing quickly with increased access to smartphones both in urban and rural settings.
With this changing context in mind, the strategic use of social media helps position the organization as a knowledge leader, expands outreach and broadens engagement around children’s rights, particularly with young people. It also creates dynamic new opportunities for UNICEF staff to interact with the public and other key audiences in real-time. Social media is also an important avenue for engaging with the audience around donor visibility and recognition, given its global reach beyond borders.
How can you make a difference?
Purpose for the job
Under the Supervision of the Communication Specialist, the Communication Associate will support the Communication unit for: (i) maintaining the UNICEF Programme budget systems with particular focus on Programme budget monitoring and preparation of monthly reports on funds utilisation by Programmes; (ii) preparing relevant VISION reports on all aspects of the Programme management and funds utilisation; (iii) monitoring the Programme budget expenditures and obligations, against actual available funds; raising requisitions and payments; (iv) reconciling and correcting budget data, based on New York Headquarters Programme Budget statement/reports; and assisting in clearing suspense accounts; (v) maintaining a central information management system for trip reports, NGO/CBO and small scale agreements, and status of Direct Cash Transfers to Government; (vi) supports the monitoring of donor reporting schedules and the uploading of donor report in VISION.
But also, s/he will assist the communication section’s editorial planning, content coordination and creation, social and digital media management, audience reach and engagement. Also, the Communication Associate will assist the Communication Specialist and both Communication and C4D officer, with editing and producing communication material in line with the Global Communication Strategy and the UNICEF Republic of the Congo’s advocacy and communication priorities as well as donor visibility and recognition requirements.
Key functions, accountabilities and related duties/tasks
Support the development of quarterly editorial and content plans for the country office, in support of the Communication Specialist and in close collaboration with communication team members and Programme staff, with focus on advocacy priorities, key communication moments, public launches, audience interest, fundraising needs, and donor recognition requirements.
Support the development of content for UNICEF Republic of the Congo’s social media accounts and ensures relevant information, videos, photos and other materials for advocacy, fundraising, community-outreach efforts, global days etc. are uploaded and linked across the various platforms using appropriate descriptions and tags (as per social media guidelines).
Support the development of various communication contents for digital and social media including print, photo, and video assets.
Support content creation and audience outreach around UNICEF’s key partnerships,
Facilitating the development of programme cooperation agreements (PCAs) by providing information and drafting selected sections of it.
Ensuring the timely and accurate recording and administrative processing of government & NGO’s proposals and requests for direct cash transfers (DCTs).
Conducting programme monitoring in UNICEF focus districts for cash and supplies and informing team-members on the status.
Monitoring and tracking the efficient distribution of supplies that are required for effective programme delivery.
Supporting the programme section in researching, compiling and analyzing qualitative and quantitative data and information from a variety of sources on subject matters relevant to the work of the section to facilitate programme delivery as well as preparation of reports, working papers and presentations.
Carrying out transactions in VISION ensuring programme results, activities and programme coding are as per annual work plans (AWPs) and making amendments and alterations as per section revisions when necessary.
Carrying out transactions in VISION pertaining to grants and programme-related items for his/her section including but not limited to registering grant allotments and tracking expiring programme grants.
Preparing monitoring and reporting information for supervisor and team on agreed performance indicators to drive more efficient management and accountability for results.
Regularly monitoring budgets and financial expenditures of section by employing applicable tools, ensuring compliance with UNICEF rules and regulations, keeping supervisor informed and advised on actions for decision and/or follow up.
Helping prepare periodic or ad-hoc financial reports relating to country office and donors to support the office in optimizing use of programme funds.
Impact of Results
Public Information: A contribution to increased public awareness and interest in the situation of children in Republic of the Congo and how UNICEF, with donors, government and other implementing partners, is making a difference, especially for the most vulnerable.
But also, S/He is accountable for the full spectrum of administrative and project/Programme support activities.
To qualify as an advocate for every child you will have:
Education: Completion of secondary education is required, preferably supplemented by technical or university courses related to the work of the organization.
Experience: A minimum of six years of administrative or clerical work experience is required. Prior experience in programme support functions is an asset. Relevant experience in a UN system agency or organization is considered as an asset.
Language Requirements: Fluency in French and English is required. Knowledge of another official UN language and / or local language of the duty station is considered as an asset.

The skills required for this post are:
In-depth knowledge of the administration which underpins UNICEF country office programme/project operations, including monitoring and evaluation processes.
Strong organizational, planning and prioritizing skills and abilities.

Knowledge of Google analytics, search engine optimization (SEO), and email marketing.
Evidence of using digital media to communicate and engage with a variety of audiences.
Photography and videography skills are highly desirable.
Experience using MS Word, Excel, PowerPoint and other UNICEF software such as SharePoint
