UNICEF works to support national efforts to ensure the realization of the rights of children and women through improved child survival, development and protection. Over the past six decades UNICEF has established strong relations with the government of Ethiopia, bi-laterals, donors, development partners and civil society.
How can you make a difference?The incumbent, under the overall guidance of the child protection specialist of the Amhara Field Office, supports the child protection program to deliver desired child protection results on Violence Against Children (VAC), Ending Child Marriage (ECM) and Birth Registration (BR) in line with the 2014 E.C rolling working plan, the child protection strategy note and the new country program document and child protection framework.

The three main outputs of the child protection program are:-1. Key child protection actors have in place a resilient child protection system relevant in development and humanitarian contexts with protective, promotive and responsive services that protect children from violence, exploitation, abuse and harmful practices (VAC). 

2). The capacities of children, families and key child protection actors are strengthened for prevention and protection of children from child marriage, FGM and violence across development and humanitarian contexts (ECM). 
3). The mandated agency and allied ministries have strengthened capacities for birth registration as part of a civil registration and vital statistics system. Demand for birth registration is increased among rural and urban populations and across development and humanitarian contexts (Birth Registration).
SUMMARY OF KEY FUNCTIONS AND ACCOUNTABILITIES are:
1. TECHNICAL ASSISTANCE:Provides technical support and follow-up actions on programme implementation activities and prepare reports regularly. Support key government counter parts (bureau of women, children and social affairs (BOWCSA), Bureau of Justice (BoJ) and regional vital vents registration agency (VERA)) and key other partners working with UNCEF on development and humanitarian contexts in rolling out of planed activities to deliver results as designed.
Support the regional level child protection situation analysis for programme/project planning, management, and monitoring and evaluation purposes. Analyzes regional implementation reports and evaluates in relation to established programme recommendations and plans of action. Reports the outcome of analyses and proposes corrective actions.Undertakes ongoing risk assurance activities (program visit and, spot checks visits) to UNICEF supported program and/or project sites, assesses local conditions and resources, and monitors UNICEF inputs as well as their utilization. Communicates with local counterpart authorities on [programs/project feasibility and effectiveness, including the flow of direct cash transfers, supply, technical and non-supply assistance.Follows up, evaluates, and analyzes financial and supply reports to ensure that expenditures are within allotments and data is consistent with plans and micro plans, as well as that allocation, utilization and retirement of funds are done in a proper and timely manner. Reports to the supervisor and as needed to the responsible unit in the child protection section and program associate within the field office.Provide technical support on child protection system strengthening through rolling out of the national child protection case management framework, social mobilization activities and girls empowerment interventions on ending child marriage and strengthening of birth registration and the overall CP-GBV response services in humanitarian situations of the region.Support strengthening of child protection, GBV and ECM coordination plat forms at regional and sub regional level (CP-GBV AoR, protection cluster meetings, reginal child protection coordination, and regional anti HTP/ECM coordination.Maintain close communication with local IPs on program efficiency and effectiveness.Support partners to request quarterly budget from Bureau of Finance and Economy Development (BOFED) and ensure physical and financial reports are prepared and sent to BOFED and UNICEF for timely liquidation of funds;Support program and donor mission visits to the region for child protection related program interventions.Carry out other CP related activities provided from the supervisor.    
2. CAPACITY BUILDINGSupport partners to develop and/or roll out training and orientation materials on social norm change (community conversation toolkits), life skill training packs for girls’ empowerment, ECM data tools, CP-case management, GBV case management, and others (10%).
Develop capacity of relevant bureau staff in the region and woredas to strengthen and ensure smooth and effective implementation of the programmes;Provide support to partners to implement effective advocacy and social mobilization approaches, responsive service delivery, appropriate referral linkages and sustainable evidence generation mechanisms and means to monitor results systematically,
3.  ENSURING PARTNERSHIP & KNWOLEDGE MANAGEMENTContribute to build and sustain effective working partnerships with government counterparts and other regional stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve and sustain results in areas of ECM and FGM/C;
Support strengthened collaboration and linkages among different child protection government counterparts and key partners working in partnership with UNICEF.  sectors.Participate in appropriate inter-agency meetings/events as required;Support information gathering to showcase results for children and prepare Human Interest Stories (HIS) and briefs for donors and other visitors.Support sectors and IPs to document good practices/human interest stories in the areas of VAC/Case management, ECM, BR and GBV based on field monitoring and observation.Support the strengthening of a routine administrative data collection system for child protection.
4. MONITORING & REPORTINGAssist child protection Implementing Partners (IPs) to organize quarterly programme review meetings and to address identified bottlenecks to achievement of results.
Support reviewing of existing monitoring tools and/or develop new ones to track implementation of child protection activities that strengthen partners own monitoring and reporting systems as well as helping to ensure alignment with UNICEFs indicator guidance and reporting requirements.Collect and consolidate relevant sections of reports (required for donors, management, quarter and annual reports, etc.).Facilitate, support and conduct regular meetings by Joint program IPs as well as the broader coordination mechanism at regional and sub regional levels (zones ad woredas);Review and compile activities and financial progress reports from partners;Conduct field monitoring visits, assessments and spot checks periodically to ensure timely and quality execution of projects against approved plans, baselines and financial utilization rates with the involvement of the relevant local and regional authorities.Ensure that partners understand reporting requirements including supporting documentation.Draft & submit required reports (mid & annual AWP reports, donor reports etc.)
To qualify as an advocate for every child you will have…University Degree in Social Sciences or in other relevant fields appropriate for child protection.
A minimum of two years of relevant professional experience in social development planning and management in child protection related areas is required.Experience working in a similar context or region is considered as an asset.Relevant experience in programme development in child protection related areas in a UN system agency or organization is considered as an asset.Experience in both development and humanitarian contexts is an added advantage.Developing country work experience and/or familiarity with emergency is considered an asset.Fluency in English is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.
