How can you make a difference?
Under the guidance of the Representative, in support to and in close cooperation with the UNICEF Country Office in Freetown, the incumbent is responsible for the coordination, development, planning, implementation, monitoring and evaluation of a broad range of programmes/projects in the Field Office, Makeni (covering the districts of Kono, Tonkolili, Koinadugu, Bombali, Port Loko, and Kambia), focused on achievement of UNICEF’s Organizational priorities.
Summary of key functions/accountabilities:
1. MANAGEMENT – As Chief of the Makeni Field Office and member of CMT, ensure that the components of the country programme targeting Northern districts (Kono, Tonkolili, Koinadugu, Bombali, Port Loko and Kambia) are being planned, implemented and monitored in an integrated manner as stipulated in the CPAP with particular focus on integrated community-centered capacity development, support to district councils as well as the annual programme priorities. Foster good management and staff relations within the sub-office through effective information sharing and open channels of communication. Manage the cost-effective, appropriate and sound utilization, protection and accounting of all organizational resources in Makeni Office, i.e. financial, human, administrative, fixed assets, as well as programme, supplies, equipment and cash assistance. Establish appropriate controls, systems and procedures monitor its compliance, effectiveness and efficiency.
2. TECHNICAL ASSISTANCE/COORDINATION – Provide technical support to the local authorities and district councils in planning and coordination, especially in programme areas concerning children. Coordinate activities by Implementing Parties. Build capacity of partners in Human Right Based Approach to Development Programming and Community Centered Capacity Development, focusing on increased demand and access to and improved quality of basic social services for children and their caregivers.
3. COORDINATION WITH MAIN OFFICE – Coordinate and communicate all programme monitoring activities with the Deputy Representative (DR) and Heads of Sections/Units (HoS) in Freetown. Regularly review progress with Deputy Representative & HoS programme implementation. Engages in and establishes constructive dialogue and partnerships with local councils, international and local stakeholders to strengthening of implementation and monitoring mechanisms at district and community levels. Participate and contribute in establishing effective monitoring, information and reporting systems, and in the development of communication materials and strategies to support advocacy and community participation.
4. WORKPLAN, IMPLEMENTATION & MONITORING- Establish integrated work plans for the field office and ensure timely planning, implementation and monitoring of activities and feedback through regular meetings/reviews with the Makeni team. Provide guidance to Makeni based programme staff on courses of action to improve on the delivery of project activity inputs, leading to the attainment of the programme objectives and goals. Ensures that the services reach out in innovative, effective ways to those most vulnerable children and families that have been previously left out. Monitor implementation, including field visits. Coordinate with Operations/Supply staff on supply and non-supply assistance activities including to emergency response.
5. ADVOCACY – Establish and maintain a high level of contact with the government counterparts, UN, NGO and civil society representatives and other decision-makers and influential members in the northern districts, to advocate and promote the well-being of women and children as a priority in the regional development effort. In consultation with the supervisor and Deputy Representative, represents UNICEF in the meetings relating the work of the field office with UN, donor agencies, NGOs/CSOs and community based organizations to support inter-agency efforts, promote joint assessments and initiatives. Create a positive regional image of UNICEF and establish alliances which support the UNICEF country programme of cooperation. Influence local media favoring the survival, development and protection of women and children. Collects and analyzes data to inform and support policy discussion and advocacy at district/community levels.
6. REPORTING – Participate in the preparation of all programme reports required by Management, Board, donors, budget reviews, programme analysis, annual reports, etc. Provide regular updates on the political and socio-economic situation in the region Ensure quality of visits by donors/ goodwill ambassadors/ media personnel to optimally portray UNICEF supported initiatives.
To qualify as an advocate for every child you will have…
Advanced university degree in Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or other relevant disciplines, with specialized training in conflict resolution.
Five years of relevant professional work experience.
Background/familiarity with Emergency response.
Experience in heading a field/zonal office, an advantage
Experience in remote / isolated conditions, an asset
Fluency in English is required.
