Democratic Republic of Congo
In spite of its vast physical size and limitless natural resources, the Democratic Republic of Congo (DRC) is one of the poorest countries in the world, ranking 176th out of 188 countries in the 2015 human development report. Child poverty is widespread, particularly in conflict-affected and hard-to reach areas. According to a recent UNICEF study, 80 percent of children aged zero to 15 years old experience at least two major child rights deprivations. Despite sustained growth in recent years, the size of DRC’s economy remains far too small to provide enough government revenue to meet the basic needs of the population, children in particular. Since 2016, political instability, the persistence of conflicts in Eastern DRC and a sharp fall in global commodity prices have been aggravating factors.
DRC is one of the over 190 countries and territories around the World where UNICEF works to overcome the obstacles that poverty, violence, disease and discrimination place in a child’s path.
Ebola in DRC
The Ebola outbreak in the Democratic Republic of the Congo (DRC) continues to take place in the provinces North Kivu and Ituri, both affected by conflict and armed violence. As of June 9th, a total of 2062 confirmed (1,968) and probable (94) EVD cases have been reported, of which 1,390 died (case fatality ratio 67 per cent).
During the past weeks, reports indicate that the number of new confirmed cases remained the same during the week 22 (May 27th to June 2nd) as in the previous week and decreased in week 23 (June 3rd to 9th)2. A diminution of new confirmed case is observed in the last two weeks in comparison to previous two weeks (142 vs 209 cases).
To face this situation the government and partners including UNICEF are supporting the implementation of the National Joint Response Plan to the Ebola outbreak under the leadership of the Ministry of Health. As part of the response, a Joint Nutrition and food assistance strategy was developed by the Government and UN agencies (WHO, UNICEF, WFP). The strategy is accompanied by three guidelines i.e. (1) the National Nutritional and Food Strategy Guidelines for the EVD Response, (sector), and (2) the Nutritional Care Protocol for Ebola Treatment Centre, with the simplified algorithm for nutritional care for Ebola affected population (reviewed by HQ and adopted by MoH in Beni) and (3) the Infants and Young children feeding (IYCF) in community guidelines (still to be validated) developed in partnership with other partners that include WFP, WHO, MSF, ALIMA, and the National Nutrition Program- PRONANUT.
How can you make a difference to UNICEF in DRC?
Purpose of the job
Under the general guidance of Senior Project Coordinator(SPC), the person will help support Country Office, specially the Ebola zone in (1) budget and financial data analyst, planning, monitoring, reviewing cost and programme data, and reporting of expenditures; (2) a liaison, coordinating and giving advice to the CFO, the Chief of Emergency/Transition and programme coordinators to ensure effective budget preparation and effective and efficient management of financial resources during budget implementation; (3) collecting information from the field office and or programme, data analysis, planning and drafting of Donor financial reports. The goal of this post is to contribute to a better management of the humanitarian budget, the management of financial resources, and the reporting on their utilization to donors contributing to humanitarian funds.
Your Specific Responsibilities, Duties and Tasks:
Support the CFO to coordinate and liaise with multiple field office in the elaboration of proposals to fundraise, in preparing the proposal budget and ensuring a follow-up of the humanitarian funds.
Contribute to the elaboration of donor financial reports respecting the different Donors requirements, commitment to specific terms and conditions of funding and deadlines; Oversees the tracking of reports due for multiple programme.
Safeguard financial resources by advising on and managing financial assets, financial planning and regular reporting. Ensure all finance and budget-related bottlenecks are resolved for the efficient functioning of humanitarian programme at all levels.
Regular follow-up on the utilization of the humanitarian contribution received and allocated to multiple field office to ensure an effective utilization and avoid the loss of funds;
Responsible for the overall monitoring of financial performance of the humanitarian budget; monitor allocation and expenditure trends; generate, prepare, and share with the management and other colleagues financial progress reports. Address deviations or delays and propose corrective measures.
Focal point for all humanitarian budget request from multiple field office and specifically responding to requests from the top management and other stakeholders.
Monitor financial donor reports schedule, key financial information and data as necessary.
Design, develop and monitor a dashboard to present an immediate overview of the financial and programmatic situation.
Identify automation and budget process improvement ideas and implement.

Education: An advanced university degree (Master’s or higher) in Accounting, Business Administration and/or Economics is required. A higher qualification will be an added advantage with a preference for numerical discipline. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
Work Experience: A minimum of five (5) years of relevant professional experience in managing donor funded projects and financial management or related field.  Experience with complex computerized financial systems and with finance modules of enterprise planning software (ERP) such as sun system, SAP as well as Microsoft office application.
Familiarity in working with international organizations is desirable.
Demonstrable problem solving, quantitative and analytical skills; strategic and creative thinking.
History of effective multi-tasking, expectation setting, escalation of issues, where appropriate.
Strong organizational, planning and coordination skills. Exceptional project management skills with attention to detail.
Ability to articulate and present ideas both in written presentation and orally to senior management as well as external audience.
Able to work effectively under pressure and in a rapidly changing environment to meet deadlines.
Professional, positive demeanor with collaborative, team and service oriented attitude.
Language Proficiency: Fluency in French and English is required.
