How can you make a difference?

Under the general guidance of the Deputy Regional Director, and close collaboration with the other Chiefs of Section and Regional Advisors, the position is responsible for the design, management, execution, monitoring and evaluation of regional strategies related to Communication for Development (C4D) in supporting accelerated and sustainable results in child survival, development, learning achievements and protection at regional and country levels.

This will involve:

1. In collaboration with WCARO Sections as well as UNICEF and government programme officers at country level, orient and assist the design and the implementation of C4D component of Country Offices’ and sectoral programming documents aiming at:

(a) behavior and social change at individual, households and community levels;

(b) increased community/youth/women participation and empowerment;

(c) and social mobilization of civil society orgnizations. The support will be provided on a crosss-sectiorial basis, with specific attention to the following areas of work: Child Survival and Development, Protection, Education and Gender Equality, both in development and humanitarian contexts.

2. Develop training materials and activities to build capacity in C4D both internally (UNICEF) and externally (government counterparts, other implementing partners) and externally (government counterparts, other implementing partners) with a focus on rights-based, integrated, and measurable communication for development interventions in support of programme sustainability.

3. Assist in the development and implementation of tools (qualitative and quantitative) for the monitoring, evaluation and documentation of C4D interventions based on applied communication research and frequent visits to projects sites. Disseminate C4D research findings and best practices, and support exchange of experience and provisions of new methods to government of official, programme staff and other UNICEF partners.

4. In collaboration with WCARO and Country Offices partners, support countries in organizing and managing the formative research, development, pre-testing and production of culturally relevant materials to support effective and efficient programme delivery.

Establish, expand and maintain a network of UNICEF staff and regional experts to share experience, case studies and data to ensure that lessons learnt from successful C4D strategies are disseminated and applied. Ensure the collection and analysis of social data to report on regional social and behavior trends and progress.

5. Develop expand, maintain partnerships, with UN and other development, agencies, national and international NGOs, research institutions, universities, media, social and traditional networks, civil society platforms, professional and other organized groups, and assist in developing the same at country level with the view of encouraging development actors to promote C4D in their respective interventions to accelerate and sustain results for children and women.

6. Contribute to strengthening the positioning of C4D’s results in key strategic documents (both internal programming documents and national policies/operational strategies). Lead the work of the cross-sectorial regional task force on Community-based Approaches and participate actively in all other cross-sectorial regional task forces.

7. Develop, implement and monitor the annual work plan of the regional C4D section and provide support and guidance to the team to ensure objectives are met. This entails identification of human resources requirements, performance planning, monitoring and appraisals as well as monitoring of the use of C4D’s resources. It also includes support both at the regional and country offices levels in leveraging adequate resources (HR and funding) for C4D to ensure that expected results can be met.

To qualify as an advocate for every child you will have…

• An Advanced University (Master’s or higher) in social and behavioral science (sociology, anthropology, psychology and health education) with emphasis on participatory communication, community development, communication planning, social mobilization, participatory research, and training and impact evaluation of communication interventions.

• A minimum of ten (10) years of progressively professional experience in areas of social development program planning, communications and public advocacy and/or related areas at the international and/or large organization, some of which preferably were served in a developing country is required.

• Practical experience in the adaptation and application of communication planning processes to specific programmes.

• Background/familiarity with Emergency situations.

• Fluency in English and French (verbal and written) are required. Knowledge of another official UN language (Spanish or Arabic), or knowledge of Portuguese or the local language is an asset.
