Operational Context

The United Nations High Commissioner for Refugees (UNHCR) is mandated to lead and coordinate international action to protect and assist refugees and other persons of concern.

In the light of the policy statements consolidating the Agency’s commitment to institutionalising and scaling up cash-based interventions (CBI) throughout its operations, UNHCR is systematically considering and supporting the use of CBI to offer refugees and other Persons of Concern a cost-effective means of assistance that can empower them to determine and meet their own needs.

Over the past years, UNHCR has been increasing the number of staff dedicated to CBIs, developed Operational Guidance, Standard Operating Procedures and dedicated tools, while supporting an increasing number of country operations in rolling out cash-based programming in a variety of settings and circumstances. This has been accompanied by a parallel process of capacity building both at Headquarters and in the field to ensure quality control and accountability at all levels.

Duties and Responsibilities

Under the supervision of the Cash Based Intervention (CBI) Officer, the CBI intern will get familiar and assist with the planning, implementation, coordination, monitoring and evaluation of CBI in the region. The incumbent will learn and be coached by the CBI Officer to ensure that cash and vouchers are routinely considered as a response option in the respective UNHCR operation(s), contribute to assess the suitability of CBIs for said operation(s) and be acquainted and build on the monitoring of their implementation and impact.

Particularly

Through training, coaching, mentoring and close supervision, the intern will be expected to have a sound understanding of CBI work within the first weeks, and will gradually enhance his/her skill set to be able assist to the CBI activities within few months. With such a progressive and steady learning experience, the intern will emerge as an experienced worker capable of taking up self-paced specialized tasks such as liaise with technical sectors (shelter, public health, livelihoods, energy, registration, data management, etc.) and protection staff to mainstream CBI into their respective approaches and strategies in the relevant field of work.
Assist UNHCR offices with the development of their operational plans by advising on context-specific assistance modalities to efficiently meet program objectives.
Assist with the documentation, application and dissemination of best practices and lessons learned.
Get familiar with the network of strategic and operational partners (e.g. UN agencies, INGOs, research institutions, private entities).
Help the focal point in maintaining a database of existing CBIs in the region, including data of beneficiaries and amounts disbursed.
Help the focal point in maintaining a database related to procurement process and contracts with financial service providers.
Learn through observation and assist to guide assessments/response analysis, planning, budgeting, coordination, implementation, and monitoring and evaluation of CBI.
Help his/her supervisor to identify skill and knowledge gaps related to CBI among UNHCR and partners, and address these through training and capacity building.

Qualification

Bachelor degree in economic and related fields,
Kknowledge of computer software such e.g., Word, Email, Internet
Good writing and analytical skills
Fluency in French and English both oral written is essential
Availability to work full time for the duration of the internship

Competencies

Knowledges of rules and procedures of the United Nations system
Flexibility, availibity and ability to work as a team in the multicultural environment

Eligibility

In order to be considered for an internship, candidates must meet the following eligibility criteria:Recent graduate (those persons who completed their studies within one year of applying) or current student in a graduate/undergraduate school program from a university or higher education facility accredited by UNESCO; and
Have completed at least two years of undergraduate studies in a field relevant or of interest to the work of the Organization.
An individual whose father, mother, son, daughter, brother or sister is a staff member of

UNHCR, including a Temporary Appointment holder or a member of the Affiliate Workforce, is not eligible for an internship.
