Short term Mission

EMERGENCY LOGISTICS COORDINATOR
Salary level: experience valued according to the internal salary scaleReports to : Emergency coordinator
Work location (Country + city): Poland Lesser Rzeszow district – Ukraine Lviv – Moldova Chisinau
Expected duration of the mission : 3 months

Context and Background of the position:

On Thursday 24 February 2022, Russia launched an offensive in Ukraine by invading the country and simultaneously bombing several military infrastructures in the most important and strategic cities. The offensive came after tensions between the two countries had risen and hostilities on the line of contact separating the Russian-influenced Donbass region from the rest of Ukraine had escalated. According to the latest information, Russian attacks no longer seem to spare civilians. As of 28 February and after 5 days of conflict, the Office of the United Nations High Commissioner for Human Rights (OHCR) estimated the number of civilian victims at 550, including 142 deaths, 13 of which were children1. As of 1 March, the United Nations High Commissioner for Refugees (UNHCR) counted 677,000 Ukrainian refugees, mainly in Poland, Hungary, Moldova, Romania and Slovakia, and estimated that there were more than one million internally displaced persons.

Operational in Ukraine since 2016 from Kramatorsk to support the most vulnerable populations affected by the conflict in the Donbass region, TGH wishes to continue and strengthen its intervention in Ukraine. In view of the current situation, part of the team has been forced to move to Lviv, a city that now hosts the entire humanitarian and diplomatic community, to ensure its safety. It is therefore from Lviv, located on the western border and still spared by the fighting, that TGH intends to propose an action to respond to the most urgent humanitarian needs.

Objectives of the Mission:

To represent TGH towards the authorities linked with logistic (local and UN)

To assess the general logistic parameters in the field environment

To organize the relocation (Ukraine) or location (Poland) of TGH office and team

To assess the possibilities and modalities of evacuation

Responsibilities:

  1. To represent TGH towards the authorities linked with logistic (local, UN, INGO and local NGO
  • To participate at logistic cluster meetings
  • To organize, prepare and insure meeting with the relevant authorities linked with logistic (local office of the ministry of transport, of the ministry of energy, of the ministry of customs, etc.)
  • To insure a good logistic coordination with INGO potential partners
  • To insure the logistic coordination with national partner
  1. To assess the general logistic parameters
  • To assess the supply chain for goods (NFI, foods, wash items, etc.)
  • To realise a mapping of the main suppliers
  • To assess warehouse capacities
  • To identify the mechanism for organising the transport of refugees
  • To identify the mechanism for refugee resettlement
  1. To organize the relocation of TGH office and team in Lviv – (possibly the location of a TGH team in Poland)
  • In coordination and supporting (planning, organization) with the mission logistician:
  • To finalize the setting up of TGH national and expat team in new building
  • To set up with all needs (furniture, IT, etc.…) the new TGH office
  1. To assess the possibilities and modalities of evacuation from Ukraine
  • To identify the exact needs of transport for evacuation
  • To identify potential service provider
  • To prepare a scheme of evacuation as well as a plan of communication
  • To identify different border passing point as well as different route

Depending on the development of the context and/or the results of this first phase of work, the terms of reference will be adapted and revised.
