ORGANIZATIONAL SETTING
Pôle de Dakar is the International Institute for Educational Planning’s (IIEP) Africa-based office located in Dakar, Senegal. IIEP is a UNESCO specialized institute with a mandate to strengthen Member States’ capacity to plan and manage their education systems. The Pôle de Dakar is renowned for its innovative educational sector analyses and supports African countries in developing realistic and credible education system development plans. OVERVIEW OF THE FUNCTIONS OF THE POST
Under the overall authority of the Director of IIEP and the Head of the Pôle de Dakar, and the direct supervision of the Program Manager, the incumbent contributes to activities related to the analysis, planning, implementation, management, and monitoring of TVET policies in Africa. He/she will participate in activities conducted in selected countries with other Pôle de Dakar staff and may be responsible for ensuring the leadership and management of team members assigned to those countries. The activities and research conducted and subsequent outputs will be subject to internal validation procedures under the responsibility of the Coordinator.

More specifically, the incumbent will be assigned the following tasks:
1. Assist African countries in the development, implementation and monitoring of TVET policies linked to economic demand :
a. Support deep analysis of TVET policies and institutional setting in the sector regarding the economic demand;
b. Support discussions and definitions of educational policy tradeoffs and the development of national strategy documents (education policy orientation document, simulation models, education sector plan, expenditure medium term financial framework, budgeted action plan, etc.). Support in the preparation of education and training policy arbitration and in the preparation of national strategy documents specific to TVET (strategy in relation to promising economic sectors, education and training sector plan, budgeted action plan, etc.)
c. Support in managing the implementation of TVET policies:
– establishment of labor market and vocational training information schemes;
– setting up multi-level and/or multi-actor partnership mechanisms, as a guarantee of the adequacy of training and employment;
– implementation of certification schemes (national frameworks, regional frameworks, prior learning recognition, etc.);
– setting up mechanisms to monitor the integration of TVET graduates;
– identification and implementation of innovative tools and approaches for TVET financing.

2. Lead and manage the TVET component of a portfolio of selected countries :
a. Assist and promote political dialogue with the highest in-country authorities;
b. Manage dialogue, exchange and coordination with in-country development partners.

3. Support to the promotion of the mutualization of TVET resources and tools.

4. Contribute to TVET network sharing and development activities.

5. Support international initiatives for the Education 2030 Agenda:
a. Knowledge creation on the state of TVET in Africa regarding whole educational systems and employment;
b. Design tools for analysis, planning, implementation, management, monitoring and evaluation of TVET policies in Africa;
c. Develop training and / or outreach materials.

6. Contribute to the professional development of officials in charge of management of education and training, specifically in the TVET sub-sector in Africa;

7. Contribute to implementation of TVET training initiatives developed by Pôle de Dakar in collaboration with its partners;

8. Contribute to the creating, use and dissemination of relevant information in the TVET education and training sectors and its linkages to economic demand:
a. Participate in drafting substantive and high quality methodological notes, thematic notes and country notes;
b. Contribute to updating the website www.poledakar.iiep.unesco.org and portals such as www.pefop.iiep.unesco.org and interactive spaces for documentation and exchanges around education and training policies in Africa (digital bibliography, statistics, policy documents, etc.).

9. Assume responsibilities within the team as defined by the Coordinator and/or the supervisor;

10. Perform any other duties as assigned by the Coordinator of the Pôle de Dakar and/or the supervisor.

REQUIRED QUALIFICATIONS

EDUCATION
• Advanced university degree (Master’s degree or equivalent) in Economics or Social sciences or other relevant area (agricultural, industrial, tertiary).
WORK EXPERIENCE
• Minimum four (4) years of relevant working experience in the fields of analysis, planning and management of TVET systems of which preferably two (2) years acquired at international level.

SKILLS AND COMPETENCIES
• Knowledge of education systems and more specifically, TVET systems in the context of developing countries, particularly in Africa;
• Knowledge of the analysis of external effectiveness and the link between TVET and the labor market;
• Knowledge of the management of certification systems;
• Knowledge of the management of integration monitoring systems;
• Ability to undertake regular missions, especially in diverse and challenging contexts;
• Ability to assume responsibilities within a team;
• Ability to lead, motivate and support multicultural teams;
• Ability to work under pressure and meet deadlines;
• Excellent interpersonal and communication skills (oral and written);
• Advanced knowledge of MS Office suite (Word, Excel, etc.).

LANGUAGES
• Excellent knowledge of English or French and good knowledge of the other.

DESIRABLE QUALIFICATIONS

KNOW-HOW AND SKILLS
• Knowledge of statistical techniques and familiarity with statistical software (SPSS, Stata, SAS, etc.)
• Knowledge of labor market information systems

LANGUAGES
• Knowledge of Portuguese.

They consists of an annual net base salary (indicated above) plus variable an annual post adjustment (indicated above), which reflects the cost of living in a particular duty station, as well as exchange rates.
