OVERVIEW OF THE FUNCTIONS OF THE POST
UNESCO is fully committed to the implementation of the United Nations Sustainable Development Group (UNSDG) reform launched on 1st January 2019, which intends to scale up the UN’s presence in the field in support of the implementation of the 2030 Agenda and SDGs.
At the regional level, UNESCO is contributing to the ongoing review of the UN architecture and to the drive to strengthen collaboration between UN regional entities in the field, while adapting to the changes under way from both a structural and programmatic point of view.
To support enhanced regional coordination and collaboration within the UN system, and to ensure timely and effective implementation of the situation analyses under the joint regional programme, the Regional M&E and Coordination Officer will carry out the following tasks under the direct supervision of the Director of the Regional Office and will consult the Programme Specialists concerned with the joint regional programme.
Along with enhancing regional coordination, within the framework of the “Joint Regional Programme to Support the Implementation of Trans-border Cooperation Activities in the region of Liptako-Gourma”, financed by the Swedish government, UNESCO Regional Office for West Africa (Sahel) is cooperating with the Authority of Liptako-Gourma to carry out situation analyses of schools and educational programmes in the formal and non-formal sectors, located in targeted trans-border areas.
The analyses will seek to identify their situations, needs and recommended strategies to effectively address the needs.

Long Description
Ensuring liaison with the Regoinal UNSDG and UNESCO’s participation in the coordination systems, processes and meetings of the Regional UNSDG, notably including the UN Integrated Strategy for the Sahel (UNISS).
Providing support to the Director of Office to strategically position UNESCO as a key partner within the UNSDG and promote integrated approaches with the wider UN system in UNESCO’s fields of competence, including through the elaboration of support material and analysis to be shared with the Regional UNSDG;
Supporting the Director of the Office in the review, development and implementation of UNSDG reform initiatives as regards UNESCO through collection, analysis and dissemination of information related to the reform, UNESCO’s involvement in the UNSDG and on UNSDG global collaboration in the region.
Providing assistance to the field offices in the region in ensuring UNESCO’s substantial integration in UNSDCFs and appropriate alignment of UNESCO’s country strategies with UNSDCFs.
Supporting communication related to UNESCO’s participation in UNSDG regional coordination both within the Regional UNSDG and UNESCO.
Long Description
Contributing to the Regional Office inputs to strategic and programming documents, statutory reports and reports to ADG/PAX and UNESCO Governing Bodies with regard UNESCO’s involvment in the UNSDG and on UNSDG global collaboration in the region.
Coordinate and cooperate with UNESCO Regiona, Country offices in the West and Central Africa and ADG/PAX for comprehensively represent UNESCO in the region.
Supporting cooperation with other regional and intergional organizations as appropriate.
Ensuring the planning, implementation, monitoring and reporting of activities related to the situation analyses of schools and educational programmes of the formal and non-formal sectors in Lyptako-Gourma.
Ensuring communication and cooperation with the Authority of Lyptako-Gourma and other concerned partners for a successful implemetation of the situation analyses.
Supporting enhanced visibility and communication of actions and achievements from the situation analyses realised by UNESCO and its partners.

Long Description
The incumbent will work within the framework of UNESCO’s Medium-Term Strategies (C/4s), approved Programmes and Budgets (C/5s), the Operational Strategy for the Implementation of Priority Africa and the Priority Gender Equality Action Plan as well as within the framework of international agreed development agendas as Agenda 2030 and Agenda 2063 for the Africa region.
Under the supervision of the Regional Director, provide techical expertise for annual planning and M&E of the five sectors’ planned activities by utilizing the office’s internal platform.
Work harmoniously with the sectors in planning C/4s and C/5s together with UNESCO HQ.

REQUIRED QUALIFICATIONS
Education
Advanced university degree (Master’s or equivalent) in any area of UNESCO’s competencies, international relations, public or business administration, economics or another related field.

Work Experience
Minimum 5 years of professional experience in coordination, planning, monitoring, reporting and evaluation of activities, projects and/or programmes, of which 2 years acquired at international level.

Skills/Competencies
Familiarity with UNESCO’s programmes, structure and priorities. Excellent analytical skills.
Proven coordination, planning and organization skills with ability to establish and follow plans and priorities.
Excellent oral and written communication skills, with proven ability to prepare and draft high-quality documents and reports intended for internal and/or external dissemination.
Demonstrated ability to work in a multicultural environment and to establish good working relationships with internal and external partners.
Familiarity with the work and general functioning of international organizations and/or knowledge of the United Nations common system.

Languages
Excellent knowledge of English or French. Good knowledge of the other UN languages is desirable.

DESIRABLE QUALIFICATIONS
Work Experience
Experience in implementation of reform processes.
Experience in field office management and/or field operations

Skills/Competencies
Good geopolitical knowledge of the region and sound analytic capacities.
Good understanding of the 2030 Agenda and UNSDG reform

BENEFITS AND ENTITLEMENTS
The benefits include 2.5 days of annual leave per month of service, a contribution by the organization of 5% and 10% of the monthly base salary paid as a supplement for health insurance and pension upon presentation of proof of membership in a private health insurance or supplementary pension scheme.
