Overview of the functions of the post

Under the overall authority of the Assistant Director-General, the functional authority of the Director of the UNESCO Multisectoral Regional Office for West Africa (Sahel), the guidance of the Senior Programme Specialist for Education and the direct supervision of the Senior Project Officer (Education for Health and Wellbeing), the Project Officer is responsible for providing technical expertise and for contributing to effective management, planning, implementation and monitoring of UNESCO projects on education for health and wellbeing in response to sexual and reproductive health and rights issues, school-related gender-based violence (SRGBV), early and unintended pregnancy (EUP), HIV, and gender disparities in education in support of public policies and in compliance with socio-cultural values and the legislation of the Member States.

More specifically, in coordination with some UNESCO Regional Offices in Africa and UNESCO Specialized Institutes, the incumbent will perform the following duties:

Long Description

  • Support planning, implementation and effective monitoring of regional and national activities to implement UNESCO’s Strategy on Education for Health and Wellbeing in West and Central Africa (WCA), in line with regional and national education and health strategies, the UNAIDS division of labour, and other key interagency programmes and initiatives.
  • Contribute to timely and quality reporting through collecting data across UNESCO offices and partners in WCA, and through drafting and editing reports;
  • Identify potential for resource mobilization and participate in proposal development to implement UNESCO’s Strategy on Education for Health and Wellbeing;
  • Provide technical support for the implementation of health education projects in WCA, particularly in the areas of policy and curriculum analysis and development, ICT based teaching and learning, and gender-responsive education;
  • Facilitate the provision of technical support and capacity strengthening to ministries in charge of education and health, and to other regional and national partners as required;
  • Contribute to the development and analysis reports and technical briefs and guidelines on health education and gender issues;
  • Participate as required in coordination forums, such as the Joint UN Teams on AIDS, the WCA Working Group on Gender Equality and Inclusive Education, or the Technical Working Group of the WCA Commitment for Educated, Healthy and Thriving Adolescents and Young People;
  • Support development of partnerships with other key partners and stakeholders, including regional economic communities;
  • Identify capacity building opportunities for staff in education for health and wellbeing;
  • Assist in organizing trainings for UNESCO field staff;
  • Support recruitment and induction processes for health education staff at regional and country level;
  • Contribute to supporting UNESCO field offices in WCA, in collaboration with the Section Health and Education at HQ and with the Eastern and Southern Africa (ESA) HIV and Health Education team, on matters related to education for health and wellbeing and gender equality.

Required qualifications

Education

Advanced university degree (Master’s degree or equivalent) in education, social sciences, public health, or related field.

Work Experience

  • Minimum 4 years of relevant professional experience in at least two of the following areas: education for health and wellbeing, policy analysis, teacher training, curriculum development, gender equality, or ICT-based teaching and learning of which preferably 2 years of experience acquired at international level.
  • Experience in project management in the fields of education or health.
  • Track record in project and programme implementation in partnership with governmental partners and civil society.
  • Track record in resource mobilization.

Skills/Competencies

  • Extensive professional knowledge in education with a focus on health and wellbeing, gender equality, gender-based violence, ICT-based teaching and learning, or policy and curriculum development.
  • Excellent organizational, networking and partnership building skills, tact and discretion.
  • Ability to manage budgets and report on implementation.
  • Ability to multi task, prioritize and deliver to deadline, as well as work under pressure.
  • High level of technical writing skills.

Languages

Excellent knowledge (written and spoken) of English or French and good knowledge of the other.
