Overview of the functions of the post

UNESCO and partners have been implementing the Our Rights, Our Lives Our Future (O3) programme in sub-Saharan Africa since 2018. Implemented across 33 countries, the O3 program stands as the largest comprehensive sexuality education (CSE) program in sub-Saharan Africa (SSA) supporting delivery of good quality school-based CSE that empowers adolescents and young people (AYP) and builds agency, while developing the skills, knowledge, attitudes, and competencies required for preventing HIV, reducing early and unintended pregnancies (EUPs), and eliminating gender-based violence (GBV). The five year programme will conclude in June 2023 and a final evaluation is underway, which will inform the conception of the next phase of the programme (Phase 2), which is expected to run from July 2023 to July 2027.

Under the overall authority of the Director of the UNESCO multi-sectoral regional office for West Africa (Sahel), the supervision of the Senior Project Officer, Education for Health and Wellbeing, and in close collaboration with the Regional Health Education team in East and Southern Africa, the consultant will support the development of a results framework and monitoring tools for Phase 2 of the O3 Programme. Long Description

  • Contribute to an analysis of strengths and challenges of the existing RF and monitoring and reporting system of O3 Phase 1, considering findings from the baseline report, mid-term evaluation, final evaluation, as well interviews with selected stakeholders.
  • Support the development of tier-specific results framework for the O3 Phase 2 covering four years of implementation. The framework should include SMART process, output and outcome indicators and clear data sources, informed by programme activities as outlined in the O3 Phase 2 proposal and findings from the analysis of strengths and challenges. It is expected that the new result framework will comprise indicators collected from household surveys (e.g. DHS), education management and information systems (EMIS), routine activity monitoring, and primary data collection. Some indicators might be calculated through secondary analysis of household survey data.

Long Description

  • Populate baseline values for all indicators in the results framework. It is expected that most baseline values will be obtained from the data presented in the final evaluation of O3 Phase 1. However, given the expanded scope of the Programme in Phase 2, there will be a need for additional baseline data for new indicators in line with the Phase 2 objectives.
  • Participate in the development of regional and country targets for the various indicators in the RF, in collaboration with UNESCO education for health and wellbeing staff at regional and country level and focal points in ministries of education in O3 Phase 2 countries.
  • Contribute to the development of an M&E plan for the programme including indicator rationale, definitions and operationalisation, and relevant data collection, monitoring and reporting tools.
  • Support activities related to monitoring, evaluation, reporting and learning in education for health and wellbeing in WCA including technical support and capacity building of UNESCO field staff.
  • Contribute to resource mobilization efforts or other tasks as required.

Required qualifications

  • Master’s degree in any of the following fields: Education, Public health, Demography, Development Studies, Health Economics, Social Sciences, Implementation Science, Statistics or other related studies. A PhD will be advantageous.
  • Minimum five years’ experience in research, monitoring, and evaluation in education or health sector
  • At least two years’ experience of work in sub-Saharan Africa or with entities based in sub-Saharan Africa
  • Track record in developing Monitoring and Evaluation frameworks for large-scale programmes.
  • Experience in manipulating and analysing large datasets from population-based surveys to extract relevant information.
  • Full working proficiency in English or French (oral and written) and good knowledge in the other language.
  • Strong analytical skills.
  • Desirable qualifications
  • Previous experience working with UN agencies on similar assignments
  • Capabilities in data visualisation and creation of dashboards
