Background

In 2020, UNESCO, in partnership with the United Nations Economic Commission for Africa, the African Development Bank (AfdB), the Institut de la Francophonie pour l’Education et la Formation (IFEF), and the African Union Development Agency of the New Partnership for African Development (AUDA-NEPAD), launched the Pan African Initiative for Digital Transformation of TVET and Skills Development Systems in Africa.

The goal is to create an ecosystem that will enable the digital transformation of TVET and Skills Development Systems in Africa by 2030 through 1) institutional capacity building, 2) direct country support and 3) partnership-strengthening and knowledge-sharing.

This ecosystem is to facilitate the transfer of information and resources in order to transform ideas into reality. Through these ecosystems, countries will build a process that will allow more innovators to develop and implement solutions to digitally transform TVET and skills development in Africa, ideally optimizing the collective benefit. Ultimately, the initiative aims to contribute to the goal of the African Union’s vision 2063: “A prosperous Africa based on inclusive growth and sustainable development”.

The initiative consists of the following three components:

  • Component 1: support participating countries in setting up a national technical team who will lead activities to accelerate the digital transformation of TVET and skills development systems. Under this component, online and face-to-face Pan-African training will be offered to some selected leaders and practitioners in the relevant field.
  • Component 2: support participating countries in formulating an action plan on the digital transformation of TVET and skills development system. Under this component, countries will be supported in producing three main outputs: 1) a diagnostic assessment, 2) a policy paper and 3) an action plan.

Long Description

Component 3: support participating countries in implementing the action plan adopted by the countries. This component requires countries’ active involvement and engagement in knowledge- and experience-sharing activities developed by the secretariat.

UNESCO hosts the secretariat of the Initiative. To ensure the successful implementation of Component 3, a knowledge management coordinator will be recruited.

Objectives and scope of work

Under the authority of the Director of the UNESCO Regional Office, the general supervision of the chief of education section and the direct supervision of the head of the secretariat of the Initiative, the knowledge management coordinator will support the secretariat in knowledge management (KM) strategy development, implementation and monitoring by providing following assistance:

  • To implement the knowledge-sharing practices in order to support the work and improvement of the Initiative
  • To oversee the management of information on regional- and country-level results, achievements and lessons learned related to the Initiatives
  • To ensure knowledge and experience exchanges between and among participating countries for a greater impact of the Initiative
  • To contribute to increasing the visibility of the Initiative at regional and national levels
  • In addition, the knowledge management coordinator will work in collaboration with the Global Skills Academy (GSA), which provides one-stop access to trainings that can help young people develop skills for employmentant, and GSA’s focal point(s).

Duties and responsibilities

KM strategy coordination and implementation

  • Initiate projects and/or activities that will contribute to facilitating knowledge- and experience- sharing efforts between/among participating countries of the initiative
  • Provide technical guidance and ideas on establishing a knowledge-sharing platform and other ways to make knowledge on the Initiative accessible and meaningful to users at regional and country levels
  • Manage the knowledge-sharing platform and update the content monthly
  • Coordinate country focal points to collect the latest developments of country-level work and facilitate the accessibility, application and production of information and knowledge generated
  • Create and manage a roster of experts which will be set up through the platform

Sharing, reflection and learning

  • Organize regular webinars (at least one per quarter) related to the initiative’s 10 targets
  • Facilitate study visits to generate an exchange of experience and good practices on the Initiative’s targets between/among participating countries
  • Regularly identify and review relevant publications and events organized at regional and international levels and curate the content for the knowledge-sharing platform
  • Support participating countries in sharing knowledge generated and lessons learned through the Initiative among themselves
  • Documentation of best practices and disseminationIdentify, collect and share best practices related to the Initiative and widely disseminate them with stakeholders in collaboration with the coordinator of Component 2 as well as country focal pointS
  • Develop and package well-designed visual materials to be disseminated to internal and external partners in an effective manner

Qualifications

Education

Advanced university degree in political science, social studies, communication, public relations, social sciences, development, business administration, marketing, humanities, international relations or a related field.

Work Experience

  • A minimum of five (5) years of relevant experience, at national and/or international levels, in knowledge management, monitoring and evaluation, research and programme management. Professional knowledge and technical expertise in knowledge management approaches.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Developing country work experience and/or familiarity with emergency is considered an asset.

Skills/Competencies

  • Proven writing and editing skills in English and French
  • Solid organizational and administrative skills, with a proven ability to prioritize projects with attention to detail
  • Excellent computer skills: MS Word, Excel, and file sharing.
  • Knowledge management experience, including developing and maintaining file and record-keeping systems, developing related logs and guidance documents
  • Ability to provide quality products, with minimum supervision and to meet tight deadlines.
  • Ability to research, analyze and synthesize information is an asset
  • Excellent written and verbal communication skills

Additional information

  • The duration of this service contract is 11 months.
  • The contract is expected to start from February 2022.
  • If the person recruited is not based in Dakar, s/he is expected to cover her/his own travel costs to relocate to Dakar.
