Job description

Advise the NRC Country Offices on how to plan for and deliver programmes in high risk and/or hard to reach areas, particularly supporting programme criticality determinations at country level, and the practical implementation of this advice.
Guide NRC’s work to develop concrete acceptance strategies and measurable impact, including advice on building and maintaining good relations with local communities, armed actors and other relevant stakeholders, particularly in volatile or hard to reach areas.
Ensure linkages between programmes, security, access, and support functions on issues of principled access.
Management of humanitarian access activities and trainings within the region, including financial management and reporting as appropriate
Contribute to NRC’s interagency access coordination and capacity building efforts at the regional level.
Support the development of relevant advocacy strategies with advice and input related to humanitarian access.
Support the NRC Country and Regional Offices in making strategic, informed decisions related to humanitarian access and the practical application of humanitarian principles.
Contribute to the development of policies, strategies, tools and new approaches, with a focus on innovation and piloting
Provide capacity building across Country Offices in the region and the Regional Office in areas related to humanitarian access, negotiations, acceptance, civil-military coordination.
Build relationships with key stakeholders at a strategic level and represent NRC in policy and coordination fora at regional and global level and engage in fundraising
Contribute to regional initiatives on gender and accountability.
Provide a surge capacity to country offices.

Qualifications

Minimum 5 years of experience within the humanitarian/recovery context
Experience from working in complex and volatile contexts
Documented/proven results related to the position’s
responsibilities
Demonstrated technical knowledge of humanitarian access and familiarity with access tools, resources and methodologies
Experience in training, mentoring and skills development
Demonstrated strong understanding of humanitarian principles and how to operationalize them within programming

Knowledge about own leadership skills/profile

Fluency in English and French, both written and verbal
Experience dealing with protection concerns in high risk settings
Technical knowledge of and experience managing and/or advising on humanitarian access
Excellent writing and analytical skills
Strong interpersonal skills, including capability to negotiate with stakeholders
Knowledge of the context in Central and West Africa is an asset

Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
Level: Grade 8 in NRC grade structure
Duty station: Dakar with 50% travel
