The Investment Officer / Senior Investment Officer will coordinate the investment business development activities for the Senegal sub-region (Senegal, Mauritania, Cape Verde, Gambia and Guinea Bissau). He/she will also take the lead in the investment and advisory discussions and formulation for the strategies for the countries in the sub-region, which would include working on the SCDs and CPFs together with the World Bank team. He/she would lead high level negotiations with development partners, business partners, and government representatives to further enhance IFC’s financial and development impact. He/she will also be the key liaison with the World Bank/MIGA teams on the ground and handle administrative matters related to the day to day management of the IFC’s hub office in Dakar. He/she will provide guidance for the management of portfolio projects and input for the project structuring of new projects, especially as it related to fit with country strategy and use of IDA-PSW.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year term appointment.
DUTIES AND ACCOUNTABILITIES:

Build and maintain strong relationships with clients, global and regional private businesses, banking and multilateral partners and government officials to further develop investment opportunities in industry sectors with a high developmental impact.

Represent IFC vis-a-vis the Government, donor and business community. Support the Country Manager in relationships with key ministries, agencies, and business community. Ensure that the Government, international and business community have awareness of IFC’s products and value addition, including investment and advisory products and the standards and requirement

Develop and implement, in consultation with the IFC Country Manager, an integrated investment and advisory strategy for IFC activities, including country priorities and business targets for key industry groups, and key engagements for IFC.

Represent and provide visibility for including through organizing/participating in high profile events (senior level visits, interviews, seminars and conferences);

Develop market knowledge to ensure that IFC is working with the right sponsors. Take accountability for client selection, ensure the integrity of potential and develop and maintain relationships with these companies and identify business opportunities taking into account IFC’s strategy, priorities and products

In cooperation with regional management and regional strategist, support development and execution of the country strategy. Report on IFC activities in the country for management

Work closely with the WB Country Team in delivering the WBG’s overall objective for the Senegal Sub-Region

Support development of overall country office communications strategy and work with the communications team in development of promotional materials

Support office administration as needed

Providing in-country support and assistance in arranging IFC missions

Actively participate in implementation of IFC’s strategy across CAF Countries

Liaise with the private sector and build a network of firms and businesses that can be relied upon to provide information and data for the different projects

Assist the different project teams in coordinating missions, including managing relationships with key clients and stakeholders and to liaise for meetings

Assist Country Manager and project teams in doing integrity and other due diligence on local sponsors and businesses

SELECTION CRITERIA:

A post-graduate degree in one or more of the following disciplines economics/ finance/ business management.

10+ years of relevant field and investment experience. Experience working with both the public and private sector is a plus

In-depth knowledge of Investment and Advisory instruments, experience in work programming, budgeting, task management. Work experience in Africa and in MAS sectors is a plus

Proven track record in nurturing client relationships; business development, and resolving challenging issues

Ability to represent IFC externally and to develop and manage relationships with government, media, donors, and other stakeholders

A successful track record in identifying, structuring and working externally with sponsors and internally with sector staff to create bankable investment potential with advisory components

High degree of self-motivation, initiative, flexibility, reliability, and responsiveness to changing demands; Demonstrated willingness to assist others and perform whatever tasks are necessary to help the team achieve its goals; strong interpersonal skills; excellent team player

Excellent team player with outstanding people management skills, strong influencing skills and ability to work with colleagues from different teams not reporting directly to this position, to achieve objectives while maintaining strong client service orientation

Strong analytical and presentation skills, working with data using standard office software Excel, Word, PowerPoint

Excellent written and oral skills in English and French, with ability to communicate effectively with a variety of audiences

Ability to handle multiple demands under pressure.

Ability to work across different parts of the World Bank Group.

Proven ability to work in a multi-cultural team environment in a collaborative and constructive way
