Job Summary:
Provide overall strategic HR direction and will assist the Central Africa and West Africa Regional Offices (CARO and WARO) and Country Programs’ (CPs) efforts in strategic workforce planning, recruitment, performance management, talent development, employee relations, retention, compensation, benefits, and orientation/onboarding in support of high-quality programs serving the poor and vulnerable. You will work with managers and HR staff to strengthen the HR management capacity throughout the region and will institute the use of CRS HR management standards and good HR industry systems, processes, and practices. provide support and work as part of a team with regional and country program s staff to strengthen the talent management capability and institute the use of best processes and tools across the regions, drawing from HR knowledge in CRS and from the private and public sectors, and in alignment with improved systems and processes brought forth through CRS’ Systems Moderniz
ation Initiative (SMI).

Job Responsibilities:
* Advise CPs’ Senior Management Teams, project leads and CP HR leads on organization and staffing structures, as well as job design and the development of policies, tools, and guidelines for effective management of the whole employee cycle.
* Perform HR audits to ensure HR systems, policies, processes, and practices meet agency, donor, and local legal requirements and standards and support operational excellence.
* Monitor, review, and analyze the impact and effectiveness of HR management programs, processes, and services throughout all CPs in the regions and provide expert guidance, advice, coaching, and technical support in the implementation of sustainable improvement solutions.
* Lead on assessing professional development needs of HR staff in the regions and ensure focused plans for mentoring and capacity building to strengthen HR service quality.
* Lead regional and CP management efforts in ensuring culture alignment with CRS mission and guiding principles, where dignity, diversity, community and rights and responsibilities of all staff are valued.
* Act as the regional liaison with HQ and a key point of contact on all HR-related matters. Provide analytical reports on HR data, metrics and trends. Contribute to the agency and regional Human Resources Community of Practice and CRS global HR agenda.
* Support and build the capacity of CPs on recruitment (using the agency’s recruitment checklist) of national staff and HR needs as require
* In collaboration with the DRD/Ops, provide guidance on the formulation and/or realignment and implementation of HR policies and procedures, particularly in response to SMI-related changes, including but not limited to job description (JD) standardization, global banding, review of personnel manual and labor-related issues (including staff Engagement and Staff Care).

Typical Background, Experience & Requirements:

Education and Experience
* Master’s degree in HR Management, Business Administration or Organizational Development strongly preferred, or equivalent relevant experience and Bachelor’s degree.
* Minimum of seven years work experience in HR, with at least three with an international organization, with strong knowledge of HR best practices and standards.
* Experience with and demonstrated ability to analyze, interpret and advise on employment laws, regulations, policies, principles, concepts, and practices for various countries.
* Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, HRIS.

* Excellent strategic, analytical, problem-solving and systems thinking skills with capacity to see the big picture and ability to make sound judgment and decisions
