1. Background

In 2009, the Police Division launched a Global Effort initiative that called for increasing the participation of female police officers in peacekeeping to 20 per cent from 7 per cent. Ensuring equal opportunities at senior level police positions is crucial. Female police officers in decision-making positions ensure that they have the highest impact. The Police Division is organizing a course that focuses on the specific needs, priorities and challenges women face in obtaining senior-level police positions in United Nations peacekeeping operations and special political missions. The aim of this female police preparatory leadership course is to create a talent pool to fast track nominations of qualified female senior police officers to senior recruitment rosters, including heads of police components from P5 to D2, job vacancies for contracted professional staff in Headquarters and field missions, and in the forthcoming UN Police Command Courses.

A consultant is being sought to instruct in the regional training course to be held in Dakar, Senegal from 3 to 9 March 2018 in French.

2. Scope of work

Under the overall supervision of the Policy Gender Officer and the Chief of the Strategic Policy and Development Section of the Police Division (SPDS)/OROLSI/DPKO, the consultant will:

Activity:

Adapt a training curriculum into the Francophone region and some cases, finalize lesson plans, provide case scenarios, handouts, presentations and instructor notes as subject matter expert on: Challenges of international police command from a female perspective– lecture on practice; Translating domestic police command experience into international police experience; Case scenario activities based on international police command experience from a female perspective; Women’s leadership in law enforcement – challenges and opportunities– lecture and practice; Command presence from a female perspective – lecture and practice

Deliver lessons and act as a mentor during syndicate activities in the training course in Dakar, Senegal from 3 to 9 March 2018.

Provide evaluation feedback after the delivery of lessons.

Finalise training materials based on outcome of the evaluation of the training courses.

Any other duties as required.

3. Required competencies

Work experience: Minimum 25 years of policing experience; minimum 8 years of experience at police command level with management and supervisory roles; minimum 3 years experience in international peacekeeping operations; experience in developing training curricula and delivering training, particularly from a female perspective; excellent drafting skills in French; outstanding presentation skills.

Minimum education requirement: First level university degree i.e. Bachelor Degree.

Police Rank: Chief Superintendent (Commissaire Divisionnaire).

Language: Excellent written and oral skills in French language.

The selected candidate must be aware of gender-related concepts applied to international policing.

4. Reporting lines

The consultant will report directly to the Policy Gender Officer in the Strategic Policy and Development Section of the Police Division/OROLSI/DPKO.

5. Tasks and duration of work

From 20 February to 16 March 2018, the consultant will be required to undertake the following tasks for a total of 24 days of work.

Brainstorming meetings As subject matter expert, the consultant will make him/herself available for several brainstorming meetings with the Policy Gender Officer/SPDS (2.0 days)

According to subject matter expertise and outcomes of brainstorming sessions, translate, adapt and finalise lesson plans, case scenarios, handouts, presentations and instructor notes (10.0 days)

Instruct as subject matter expert during the training courses Deliver lessons during the training course in Dakar, Senegal from 3 to 9 March 2018 (7.00 days)

Provide evaluation feedback on lessons learned from the delivery of the lessons (2.00 days)

Revise and finalise lesson plans, case scenarios, handouts, presentations and instructor notes (3.00 days)

6. Location of work: Dakar, Senegal from 2 to 9 March 2018; home based for the rest of the days.
