Objectives

Conduct impact assessment of project Jeevika (through its lifecycle) and prepare a process document covering seven districts of Haryana.

Duration for the project is 6 months
Process Document

Process document will use a qualitative approach, aiming at identifying and documenting key steps, factors and processes during the program implementation and activities that help in achieving the target. It will also reflect on the quality of the training and capacity building approaches. This will also help understand the key bottlenecks in the implementation and solutions to come over them. Broadly, it will cover the following (but not limited to):

Step by step program design and implementation process.
Outline roles and responsibilities of each stakeholder and their contribution to the program.
Highlight the journey of community women (by in depth discussion with atleast 30 entrepreneurs) from being at home to becoming financially independent and what women empowerment is for them, how their life has changed. In other words, change in gender roles at household and response from families, networking amongst community women and their support to each other.
Record experience of atleast 10 Biz Sakhis of empowering women, impact of training and capacity building programs, challenges and opportunities.
Outline the factors and steps behind success of the project and the model.
Details on decision making process – how to choose type of enterprises, how and what do they know about market size, customer behavior, backward and forward linkages.
Steps in training and capacity building and how and what does it change in aspirations of women entrepreneurs.
Response and management during COVID 19 lockdown within the community and role/experiences of Biz Sakhis and entrepreneurs. The agency should present the key findings and recommendation to UNDP at a regular interval and once at the end of the assignment. The agency should incorporate feedbacks from implementing partner and UNDP IG team.
Expected Deliverables

Inception report with workplan, timelines and methodology for both – impact assessment and process documentation.
Impact assessment:
Desk Review including literature review, methodology, timelines and framework for conducting end line survey and interviews.
Report – Comprehensive endline findings, based on survey and presentation with comparison of previous data sets and analysis. This should include findings, success/achievements, challenges and a detailed commentary on the project scalability and replicability.
Process document – Comprehensive report based on the initial project objective, and primarily focusing on implementation steps, entrepreneurs’ journey and role/s of stakeholders and lessons learnt.
Eligibility Criteria

At least 5 years of working experience and footprint in artisans/micro entrepreneurs’ sector and trained / managing women community cadre in the 3 districts.
At least three years of experience in digital enablement of artisans/entrepreneurs, forward-backward linkages including online marketing on allied farm and non-farm sector.
Minimum one project on information sharing, training of local cadre, robust on ground engagement and community leadership skills.
They do not have any COI with the organizations who have implemented Jeevika project.
Notes:
If no proposal meets the criteria, UNDP reserves the right not to reward the tender to any of the applicants. The convincing business case is a necessary condition.
If bidders do not meet any of the above listed criteria, their proposals will not be considered for further evaluation.
Bidders meeting above listed criteria are required to submit evidences (details/ documents) in support – otherwise proposal may be disqualified.
Assessment Criteria

Technical Proposal (70%)
Proven ability to conduct impact assessment studies, draft reports, etc. for the Government departments, corporates, UN Agencies, multi-lateral agencies; (30%)
Capacity to handle multi-sectoral and large data set, and conduct impact assessment through multi methods approach; (20%)
Technically qualified human resource deputed to undertake the study (20%)
Financial Proposal (30%)
To be computed as a ratio of the Proposal’s offer to the lowest price among the proposals received by UNDP.
