The United Nations Development Programme (UNDP) is requesting for proposals for an NGO/CSO to Deliver Cash for Work and Public-Private Financing Mechanisms to Open New Market Opportunities in Food, Agriculture and Commodities Systems.

Purpose
The purpose of the proposed pilot is to demonstrate how tourism can drive rapid socio-economic recovery from the COVID-19 related economic crisis, while minimizing negative social, cultural, and environmental impacts. The proposal aims to support national efforts to recover the tourism sector through greener and risk-informed development pathways. It integrates elements of the digital disruption and innovation and will, through job creation, significantly provide social safety nets to advance the Government of Uganda and UNDP’s social protection agenda.
These interventions will target investments towards women economic empowerment especially in the creation of jobs and community level engagement of women in accessing productive assets and skills to elevate their performance in the local economy and their household incomes. The project will consolidate and build on UNDP’s strategic positioning and ongoing support to the sector.
Scope of Work
The identified civil society organization/Implementing partner shall offer the following services:

Upon commencement conduct the inception meeting to discuss with relevant stakeholders and agree on at least Four (4) cash for work activities to be engaged in scale, division of roles & responsibilities by each stakeholder and the number of unskilled laborers (youth and women)required for the identified cash for work activities.
Jointly develop the activity plan with stakeholders and agree on timelines
Conduct joint prioritization and selection of strategic sites for cash for work activities in consultation with district leadership.
Discuss and present the terms of engagement and daily cash amounts for the beneficiaries
Write an inception report on the assignment detailing the understanding/interpretation of the assignment, the methodology for carrying out the assignment, work plan and implementation schedule.
Implement environmentally friendly activities while promoting green energy solutions
Diligently and effectively execute and report on all the project interventions, ensuring that the reports are submitted on time.
Commit suitably qualified staff and other resources required for timely and appropriate implementation of the agreed activities.
Conduct joint technical support and Spear-head preparation, planning, monitoring of the project and donor visits.
Work closely with UNDP and other stakeholders including the relevant government ministries and district Local Government of operation to document and share lessons learnt from the project.
Participate and contribute to the sector coordination and technical meetings.
Adhere to the donor requirements in terms of reporting and project implementation.
Conduct project assessments, surveys/studies, and beneficiaries’ selection.
Objectives
The main objective of the intervention is to create Green job opportunities for youth, women and men targeting the tourism sector to rebuild resilient livelihoods during and after COVID-19. This will target green job creation targeting the tourism sector and work with women and youth servicing the sector through supply of food and agriculture products such as food production and short food supply chain for the Hotel, Restaurants and Catering industry using a cash-for-work methodology for targeted communities, including fostering public-private financing mechanisms, to open new market opportunities in food, agriculture, and commodities systems (FACS) both locally and regionally.
This initiative should foster the emergence of active traditional and innovative financial instruments supporting new market opportunities for women and youth in food, agriculture, and commodities systems (FACS) – the aim is to create up to nine of these instruments by end of March 2022. The CSO selected is expected to proactively explore and build partnerships to promote this.
Qualifications
Must be legally registered and authorized to operate in Uganda.
At least 5 years of professional experience in providing livelihood support to youth, women and vulnerable groups.
Have previous experience delivering cash for work programmes and/or economic stabilization and empowerment (skills development, micro enterprise etc.) to vulnerable communities in Uganda will be an added advantage,
At least 1 year of professional experience in delivering related assignment is an added advantage.
Ability of the contracted organization to create capacity support synergies within the region is an advantage.
A team of technical experts and support staff should be dedicated by the organization to the implementation of the required intervention:
Technical experts (at least 3, one of them will be the team leader):
Minimum of master’s degree in economics, Rural Development, Business Administration and Management, International Relations, or related field.
5 years of work experience in the fields of livelihoods and enterprise development.
Possession of technical skills to deliver quality support to youth, women, and vulnerable groups.
Vast experience providing livelihoods and enterprise development services to rural communities.
Presence in the areas of project implementation will be an added advantage.
Support staff (including community mobilization assistants and/or facilitators, at least 3):
A degree or equivalent in Economics, Rural Development, Business Administration and Management, or related field.
At least two years working experience in supporting assignment of similar nature and magnitude.
