Duties and Responsibilities

The Information Systems Specialist must demonstrate in-depth understanding of assigned commodity and business needs and support in managing procedures, processes, and tools. Under the responsibility of the Deputy Resident Representative Operations, the selected candidate is responsible for:

Provide technical and global support to users of the BOS platform and the UN RCS portal

  • Provide support on management of the BOS platform and the UN RCS portal, incident, and access management.
  • Perform troubleshooting and run diagnosis tests to resolve users’ technical issues.
  • Review and resolve all technical queries on the BOS platform and the UN RCS portal in a timely manner.
  • Provide timely tier 3 support.
  • Organize trainings on the platform for users

Monitor and maintain systems to ensure they remain operational and efficient

  • Understand and perform assessment of the platforms'(BOS platform and UN RCS Portal) current operational requirements
  • Troubleshooting systems, applications, and clients’ issues
  • Resolve all bugs in the BOS platform and the UN RCS portal in a timely manner.
  • Support the team in identifying opportunities, converting business processes into a web-based solution
  • Coordinated and ensure design, testing, and launching of new features in coordination with business owners
  • Provide support for the development and maintenance of corporate systems
  • Perform a system and applications testing, support BMS/ITM teams in performing UAT and ensure rigorous testing of applications features.

Support in the development and dissemination of reports and dashboards focusing on achievement of the following results

  • Analyze operations and draft reports to update business systems.
  • Communicate KPIs to all relevant stakeholders and provide corporate oversight.
  • Design and manage IRIS platforms and other application reports and dashboards.
  • Responsible for the management of datasets, synchronization, and integrity.
  • Work independently to design, develop, test, and submit error-free solutions.

Communication and Documentation

  • Develop and manage system documentation
  • Assist in managing all levels of escalation with ITM or Service Providers.
  • Liaise with business owners, leads to the identification of requirements for the design, and development of dashboards and reports to share information with various stakeholders.
  • Ensure timely communication to the business owners on scheduled maintenance,
  • Communicate continuing changes in business processes related to tools being used to stakeholders.
  • Provide status report to assist senior management in its strategies and decisions for the way forward regarding BOS and UN RCS platforms

Required Skills and Experience


  • Master’s degree in a relevant field of computer science, systems development, data science or related field.
  • Or Bachelor’s degree in a relevant field of computer science, systems development, data science or related field in combination with
  • 2 additional years of qualifying experience may be considered in lieu of Masters Degree.


  • Minimum 5 years (Masters Degree) or 7 years (Bachelors Degree) of progressively responsible experience in the implementation of business process management systems, re-engineering, systems development, coding, and testing
  • Experience in software development using WebDev, WinDev, WinDev mobile is highly desirable.
  • Experience with data visualization tools like Power BI, Tableau, etc.
  • Experience with involvement in the reform agenda is desired
  • Prior experience designing database using data sets from different platforms
  • Prior experience with UNDP/UN is highly desirable.


  • Demonstrate strong knowledge of UN System Business Operations strategy (BOS) experience
  • Strong knowledge in systems innovation, business process analysis and re-engineering
  • Excellent interpersonal skills and ability to empathize with the various organizational mandates and cultures of the UN system.
  • Demonstrated ability to work as part of a dynamic, multicultural team
  • Please note that continuance of appointment beyond the initial 12 months is contingent upon the successful completion of a probationary period.
