UNDP is recruiting a Project Manager.

Background
In the context of the rationalization of the State’s rental charges and in order to bring the buildings allocated to the UN agencies up to UN standards and to put their staff in excellent working conditions, the Senegalese government has initiated a project for the construction of administrative cities in Diamniadio, for the use of, inter alia, United Nations services and offices.

This project of construction by the Government of Senegal of an administrative city in Diamniadio was presented by the “Direction de l’Agence de Gestion du Patrimoine Bâti” (AGPBE) to all UN agencies present in Senegal, who have welcomed the project favorably. In addition, this project is explained and justified by the following considerations:

The decision of the Senegalese government to move from a tenant status to an owner status, in order to reduce state expenditure;
The initiative of the authorities to relocate about ten technical ministries at Diamniadio.
This project is structured around components such as:
The Situation Plan for the International City, highlighting the location of the future United Nations Building, with both endogenous (modern, fast track) and exogenous (placed in an international and diplomatic area and at heart of a new modern city) advantages;
The amenities offered (accessibility, roads and networks, health and educational infrastructure, security, modern housing and housing, financial services, leisure, etc.)
This ambitious project will be implemented by the Senegalese government, which provides all the funding. In the implementation of the project, particular emphasis will be placed on the respect for the environment and bioclimatic standards (green building).

Duties and Responsibilities
Responsibilities and functions are:

Coordination of activities between UN, Government and Promoter;
Advising UNs on Common Building management;
Development and implementation of a common budget;
Set up an online documentation system or Share Drive.
Coordination of activities
Make a compendium of good practices of similar United Nations buildings in terms of management;
Manage communication between stakeholders, essential for project success (Promoter, Government of Senegal, UN);
Facilitate the sharing of information between the United Nations System and the State Built Heritage Management Agency (AGPBE), use courtesy and diplomacy in all exchanges with the national party;
Participate regularly in periodic site meetings and share the minutes with the set up select committee;
Participate in the meetings of the OMT (Operations Management Team) and the UNCT (United Nations Country Team) to review progress, possible problems and proposed solutions; keep a monthly narrative and illustrative of the progress of the project;
Plan and coordinate space occupation and relocation of all UN agencies from their current offices to Diamniadio;
Ensure that all the vital and special needs of all agencies are taken into account in the development of the project;
Advising the United Nations System on the management plan of the new building including the modalities, maintenance of the premises and the inventory of the common assets made available by the Government (Property and Facility Management Plan);
Follow with UNDSS and the Heritage Building Agency the implementation of all the recommendations of the security measures contained in the UNDSS document;
Develop and maintain the project risk register;
Develop / Put in place a framework for monitoring the implementation of the TTCP initial pre-validation report recommendations
Produce a monthly report for the RC, on the progress recorded, the risks identified and the proposed solutions.
Set up a schedule / schedule in line with the Global Action Plan
Strategic management
Coordinate the work of all Task Force subgroups with designated leads for each subgroup;
Prepare and update an estimated building operating budget and apply the distribution key to give each agency an estimate of possible expected contributions;
Study the mechanisms to be put in place for the collection and appropriate management of agency contributions, to ensure that the funds necessary for the proper functioning of the Building are identified and available;
Coordinate the current inventory of agency assets to ensure better a traceability of Common assets;
Follow up with the TTCP committee;
Coordinate validation visits / technical missions in the field.

The key results have an impact on the project implementation and the efficient management of the Un House building:
Delivery of a building in accordance with established standards and according to the specifications of the SNU Management of common services

Required Skills and Experience
Education

University degree (Master) in Management, Business Administration or relate
Experience:

At least 7 years in the field of common service management, setting up a common building, Asset management, administration in general;
Field experience is desired;
Similar experience proved
Experience in managing a multidisciplinary team;
Experience in opening a new building on ONE or Joint UN Office
Perfect knowledge of English,
Mastery of IT tools, including Excel and an ERP system, knowledge of Atlas would be an asset
Language Requirements:

Very good command of French and English
