UNDP Proposals: Capacity Building for Palau Private Sector 2020-21

UNDP is announcing proposals for non-profit non-government organizations in Palau to fund innovative and most practical projects that can assist relevant government institutions in effective implementation of the Public Administration Reform.

The UN Pacific Regional Anti-Corruption (UN-PRAC) Project supported by the UN Development Programme (UNDP) and the UN Office on Drugs and Crime (UNODC) has a mandate to engage Pacific Islands private sector organizations and members in the fight against corruption.

Under Output 1 of the UN-PRAC Project Phase II, reference to seminars for the private sector is made in relation to:

Activity 1.2 – Countries encouraged and supported to ratify UNCAC (paying particular attention to strengthening the engagement of women in this work);
Activity 1.3 – Countries supported to participate in UNCAC Review Mechanism (supports private sector involvement in the review process, “including where possible gender advocates”);
Activity 2.2 – Non-state actors undertake effective AC advocacy and monitoring.
Under UN-PRAC’s new 2020-22 partnership with the New Zealand Aid Programme is the specific output, Integrity in the private sector increased and ease of doing business ranking improved. This can be achieved through increased understanding of the importance of corruption risk assessment and analysis in agencies responsible for registering businesses; integrity and compliance introduced in selected sectors; and strengthened internal control mechanisms, ethics and compliance of women-owned, and managed micro, small and medium enterprises of women.

Objectives

Primary purpose of the Integrity Capacity Building for Palau Private Sector 2020-21Grantis to strengthen the institutional capacity of entities critical for achieving development objectives. To this end, UNDP intends:

To increase integrity in the private sector in Palau;
To foster understanding in the private sector of what corruption is and about its impacts;
To seek input from private sector organizations and operators on manageable, sustainable next steps to address corruption in Palau;
To promote business integrity among women and young entrepreneurs who plan to start a business or have already started a business in Palau;
To address any corruption risks related to registration and operation of businesses, as seen by the existing and potential women and young entrepreneurs;
To consider how UNCAC articles 12, 21 and 22 can be advanced by private sector advocacy in Palau;
To enable the Palau Chamber of Commerce to implement its code of conduct and assist local businesses with their own codes; and
To promote networking between existing and potential young / women entrepreneurs and joint advocacy for transparent, effective and efficient services.

Areas of Intervention

The proposals may focus on the following two key areas of UN-PRAC Project Phase II, Activity 2.2 – Non-state actors undertake effective AC advocacy and monitoring; and UN-PRAC’s new 2020-22 partnership with the New Zealand Aid Programme in the specific output, Integrity in the private sector increased and ease of doing business ranking improved. Possible topics for grant projects include but are not limited to:

Strengthened internal control mechanisms, ethics and compliance of women-owned, and managed micro, small and medium enterprises of women
Promoting business integrity among young entrepreneurs who plan to start a business or have already started a business in Palau
Producing an anti-corruption and integrity focused companion guide to the 2014 Republic of Palau Business Resource Guide
Code of Conduct implementation for local Palau businesses
Eligibility Criteria

Non-profit organizations (NGOs) that have at least four years of proven experience in private sector engagement in Palau, policy research, provision of training, service delivery and similar. Organizations should be registered in accordance with the legal requirements of the Government of Palau and must be able to provide organization’s registration certificate upon request.
Although, not mandatory, NGOs are welcome to submit proposals as coalitions. In this case, main applicants must provide support letters from relevant co-applicants specifying the role of the co-applicant.
