UNDP/LNB Programme announces CFPs for Albanian Organizations of Persons with Disabilities

The Leave No One Behind (LNB) Programme has issued a call for proposals to empower the organisations of persons with disabilities and enable them to play their role as interlocutors of authorities at central and at local level fostering policy dialogue on inclusion. The call encourages initiatives that are guided by the values and provisions of the Convention on the Rights of Persons with Disabilities (CRPD).

The Leave No One Behind (LNB) Programme builds upon the vast experience of the UN in addressing social inclusion and the needs of the vulnerable groups. It supports the implementation of the newly shaped vision of the social sector in Albania, in line with Sustainable Development Goals and the country’s aspirations towards European integration. The objective of this four-year programme (2017 – 2021) is to empower vulnerable persons and groups to have equal access to public services and opportunities, to have a voice in public decision-making affecting their lives and to hold the duty bearers accountable.

The implementation of Leave No One Behind (LNB) Programme is responsibility of four UN agencies UNDP, UNICEF, UN Women and UNFPA. It is funded by the Swiss Agency for Development and Cooperation (SDC).

The goal of the proposals should be enabling organizations of persons with disabilities to:

strengthen their membership,
fulfil their role of representing persons with disabilities, i.e. advocating for their interests,
participate in planning and budgeting, and in the monitoring of the implementation of specific municipal social services for persons with disabilities and of national policies and strategies relevant for the social inclusion of persons with disabilities.

Proposals regarding the monitoring of the implementation of national policies relevant for social inclusion are encouraged to focus on priority areas covered in the National Action Plan on Persons with Disabilities 2016-2020, namely accessibility (including information and physical accessibility), equality, employment and vocational education and training, education, social care, healthcare, and participation in political and public life (including culture and sports activities).

Funding Information

The project proposal should include a budget proposal where the request for grant shall not exceed the amount of 500,000 Albanian LEK. Any grant requests over 500,000 for the total project period will not be considered.

Project Duration

The project duration is max. 9 months and should be completed no later than December 15th, 2020.

Eligibility Criteria

This call is open to Albanian organizations of persons with disabilities, including those working with women, youth and children with disabilities. By organization of persons with disabilities it is understood a non-profit organization registered in Albania and representing people with disabilities, i.e. where persons with disabilities have the qualified majority in decision-making. It includes organizations of relatives of PWDs (only those representing children with disabilities, people with intellectual disabilities, or the Deafblind) where a primary aim of these organizations is empowerment and the growth of self-advocacy of persons with disabilities.
