Under United Nations Development Programme (UNDP) Rapid Response Facility for Covid-19, UNDP is seeking proposals to address the digital gender divide among sexual and gender-based violence (SGBV) survivors and women and adolescent girls at risk.

In alignment with UNDP’s response to supporting the government and social connectivity, UNDP will specifically target the digital gender divide. Moreover, the intervention will be directed at SGBV survivors and women, including adolescent girls, at risk.

UNDP is providing a rapid response to the COVID-19 outbreak in Jordan to improve both government and social connectivity (central and local) through a twofold approach:
supporting the Government’s critical Business continuity of core functions and services and;
addressing lack of social connectivity in marginalized communities with vulnerabilities and different status including refugees.

The objective of this Call for Proposals is to work with a national counterpart to:
reduce the digital gender divide in Jordan among SGBV survivors and women at risk including adolescent girls by developing overall digital literacy and capacity to use government e-services and
pilot an innovative method for survivors and women at risk to seek help other than by mobile phone
Funding Information
Proposals amounts should be a maximum of USD 40,000 for direct intervention(s) in the most appropriate geographical location as per the organization’s experience and existing operations. Under this Call for Proposals, 10 laptops provided by UNDP under the capacity building of the target audience that should be used in the training and capacity building of the target group.
Minimum 60% of the proposed budget should target the digital gender divide. A minimum of 20% of the proposed budget should target an innovative method for SGBV survivors to seek help other than by phone while a maximum of 10% of the budget can target continued operations of pre-existing lifesaving activities such as hotlines and a maximum of 10% can cover overhead costs.
The amount requested in the proposal should be commensurate with the organization’s administrative and financial management capabilities. In principle, project duration will not exceed 3 months.
Final Beneficiaries

SGBV survivors and women and adolescent girls at risks including SGBV survivors that are living with disabilities, Jordanians and refugees are the direct and final beneficiaries.

The Proposal for this agreement will be evaluated according to the following criteria:
The organization has submitted all required documents in due time including project proposal, budget, and all required documents as per the RFI, CACHE and CFP
The proposal is innovative and responds directly to the needs established in the TOR
The organization has extensive experience in providing quality services to SGBV survivors and women and girl at risk in Jordan
Experience in devel$ing and organizing capacity building trainings for the target group
A track record of participation in SGBV coordination mechanism in Jordan at national and/or local level
Knowledge of and/or contribution to the SGBV referral pathway in Jordan
The organization demonstrates integrity by modelling the UN’s values and ethical standards
Able to provide the CVs for key personnel whom considered to be Task Ma nager(s) to be dedicated in due course of the provision of objective and purposes. CVs should demonstrate qualifications in area of expertise relevant to the agreement.
Required Qualifications

The following requirements are mandatory:
The organization promotes the principle of Do No Harm and have mechanisms in place to protect beneficiaries from Sexual Exploitation and Abuse (SEA)
The organization has a feedback mechanism in place for beneficiaries to submit complaints or to voice other concerns
The organization is able to document that it has an ongoing SGBV programme
