JOB DESCRIPTION

BACKGROUND

I. Organizational Context
UNCDF is the UN’s capital investment agency for the world’s 48 least developed countries (LDCs). With its capital mandate and instruments, UNCDF offers “last mile” finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development. This last mile is where available resources for development are scarcest; where market failures are most pronounced; and where benefits from national growth tend to leave people excluded.
UNCDF’s financing models work through two channels: savings-led financial inclusion that expands the opportunities for individuals, households, and small businesses to participate in the local economy, providing them with the tools they need to climb out of poverty and manage their financial lives; and by showing how localized investments — through fiscal decentralization, innovative municipal finance, and structured project finance
— can drive public and private funding that underpins local economic expansion and sustainable development.
UNCDF financing models are applied in thematic areas where addressing barriers to finance at the local level can have a transformational effect for poor and excluded people and communities.
By strengthening how finance works for poor people at the household, small enterprise, and local infrastructure levels, UNCDF contributes to SDG 1 on eradicating poverty with a focus on reaching the last mile and addressing exclusion and inequalities of access.
At the same time, UNCDF deploys its capital finance mandate in line with SDG 17 on the means of implementation, to unlock public and private finance for the poor at the local level.
By identifying those market segments where innovative financing models can have transformational impact in helping to reach the last mile, UNCDF contributes to a number of different SDGs and currently to 28 of 169 targets.
Since 2008, UNCDF has been supporting digital finance with significant success which has led UNCDF to make digital finance the largest part of its inclusive finance portfolio.
UNCDF is also host to the Secretariat of the Better than Cash Alliance (BTCA), a partnership of governments, companies, and international organizations that accelerates the transition from cash to digital payments in order to reduce poverty and drive inclusive growth. UNCDF also serves as the secretariat for the UN Secretary-General’s Task Force on Digital Financing of the SDGs, which will consider the next wave of digitalization of finance and how the systemic changes to the financial ecosystem due to digital technologies will impact financing for the SDGs. For several years UNCDF’s work in digital finance has led it to support new digital solutions linked to finance, to further drive financial inclusion and to achieve the SDGs.
This includes projects linked to on an off-grid energy, agriculture, employment, health and transport.
With 60 professionals with strong digital finance experience across the globe and with close to several hundred projects in digital completed or on-going, UNCDF is one of the leading development agencies in digital finance with a mission and expertise to reach the poorest and most vulnerable populations in some of the world’s most difficult markets. UNCDF’s digital team and resources are currently spread across several programmes and UNCDF is in the process of consolidating its financial and technical resources to create a comprehensive team of experts in various domains to drive the new strategy “Leaving no one behind in the digital era”.
The Global Digital Manager will drive the consolidation of these various programs under one strategy.
Based on over a decade of experience in digital finance in Africa, Asia and the Pacific, UNCDF started in 2017 to expand the scope of its programmatic agenda to go beyond digital finance[1]. Through the “Leaving none behind in the digital era” strategy, UNCDF shifts from focusing only on digital finance to the development of inclusive digital economies.
The strategy recognizes that reaching the full potential of digital financial inclusion in support of the SDGs aligns with the vision of promoting digital economies for the following reasons:
• The value of Digital Financial Services (DFS) becomes more obvious, especially to poor and vulnerable populations, when it is closely linked to their ability to respond to the specific constraints and needs they face to participate in agriculture, access education, health, energy and other basic services key to overcome poverty.
• New innovative services should be developed to address these unmet needs. Innovation will come from traditional providers but mainly from a range of new players (entrepreneurs, start-ups in various sectors, and platforms like Facebook, Grab, WeChat, etc.).

The ‘Leaving no one behind in the digital era’ strategy, to move from DF to digital economies builds upon and constitutes a logical integration of UNCDF interventions in financial inclusion and digital, developed over many years.
The legacy of UNCDF intervention programmes was built through a range of country/regional programmes and global thematic initiatives, which has established a very strong reputation for UNCDF vis-à-vis donors and peers.[2]

II. Position Context
Under the overall guidance of the IDE Regional Manager West and Central Africa, the Programme Analyst ensures the smooth functioning of the Inclusive Digital Economies practice(IDE) projects based out of West and Central Africa (WCA) and operations activities.
S/he is also responsible for the consistent delivery of services performing ongoing analysis and readjustment of the operations taking into account emerging needs and changes in the UNCDF-IDE office in Dakar.
The Programme management analyst also works in close collaboration with the programme team, headquarters and field teams, government counterparts and other UN agencies to ensure the successful and efficient implementation of operational policies, procedures and audit recommendations.
The programme operates in 13 countries in WCA.
The incumbent will also be entrusted with the identification of opportunities for collaboration and mainstreaming of operational activities with the UNCDF Dakar Office and other UNCDF Operational Units (Management support unit -MSU- in headquarters).
In this regard the incumbent will engage in the identification of operational options for the implementation of the Digital Strategy in WCA the engagement of collaborative mainstreaming processes to enable the sustainability of operations.

DUTIES AND RESPONSIBILITIES

III. Functions / Key Results Expected

Summary of key functions
• Ensures the elaboration and implementation of efficient and mainstreamed operational strategies.
• Manages and guides financial processes for the implementation of the Digital strategy.
• Supports the implementation of human resources processes (internal and projects).
• Manages and guides procurement and logistical services.
• Supports the common services organization and management, and collaboration in the establishment of partnerships with other UN Agencies.

1. Ensures the elaboration and implementation of efficient and mainstreamed operational strategies for the Digital Strategy in the WCA WCA region focusing on the achievement of the following results:
• Ensures programme compliance with operations activities with UN/UNCDF rules, regulations and policies, implementation of corporate operational strategies, establishment of management targets, office budget, and monitoring of achievement of results.
• Provides oversight of planning, budgeting, implementing and monitoring of programmes/projects, tracking financial resources in accordance with the UN rules, ensures compliance of all programmes/projects with donor requirements;
• Supervises Programme Assistant and Programme Management Associate, and provides technical advice and oversight to Finance and Administrative Associates based in Dakar and the WCA region.
• Coordinates with UNCDF´s operations teams through regular exchanges, troubleshoots problems when needed;
• Analyzes UNCDF business processes mapping and operating environment and contributes to internal Standard Operating Procedures (SOPs) in Finance, Human Resources Management, Procurement, Logistical and ICT services.
• Monitors timely readjustment of the operations in collaboration with the Programme Management Unit (PMU), and provides inputs on legal considerations and risk assessment.
• Ensures facilitation of knowledge building and sharing with regards to operations processes, highlighting lessons learnt/best practices, and sound contributions to UNCDF knowledge networks and communities of practice.
• Identifies opportunities for collaboration and mainstreaming of operational activities with other UNCDF Operational Units (MSU in HQ).

Outcome: An efficiently-managed IDE-WCAWCA portfolio that is highly rated by its partners and is meeting or exceeding all targets.

2. Manages and guides financial processes for the Digital Strategy in the WCA region focusing on achievement of the following results:
• All financial transactions are identified, recorded and verified in compliance with IPSAS as outlined in the corporate policies and procedures.
• Implementation of proper planning, expenditure tracking and audit of financial resources, including extra-budgetary income in accordance with UNCDF rules and regulations.
• Responsible for requesting payments (against Purchase Order (PO) /contract/agreement, and non-PO payment vouchers), dispatching the same.
• Performance of Buyer role in Atlas for PO creation (only with CIPS2 Certification).
• Request certificates of payment from consultants and companies and prepare payment requests.
• Responsible for the follow up of the grant process : ensuring the validity of the application process, managing the contracts and possible amendments, ensuring the payments and the update of the grants calendar, as well as the grant budget.

Outcome: IDE-WCA portfolio follows smooth financial processes and procedures that are in line with UNCDF rules and regulation and produce the desirable results.

3. Manages the implementation of human resources processes for the WCA region (internal and projects) focusing on achievement of the following results:
• Ensures programme compliance with corporate human resources policies and strategies for the recruitment of interns, IPSAS, NPSAS, volunteers (VSI, UNV, IUNV) and national staff.
• Supports timely recruitment processes in accordance with UNCDF rules and regulations, appropriate use of different contractual modalities, contracts management, OM performing the function of HR Manager in Atlas.
• Implements the Universal Access strategy on learning coordinating access of the staff to role appropriate learning activities.
• Acts as leave monitor for all WACA-based staff

Outcome: All human resources needed for the implementation of the Digital strategy in the WCA region are done on a timely manner to support programmes adequately.

4. Manages and guides procurement and logistical services for the implementation of the digital strategy in the WCA region focusing on achievement of the following results:
• Ensures programme compliance with corporate rules and regulations in the field and contributes to the elaboration of procurement strategies including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management, and introduction, performance measurement.
• Contributes to the elaboration of the programme´s contract strategy including tendering processes and evaluation, guiding the management of contracts and contractor and legal implications.
• Supervises procurement processes and logistical services in accordance with UNCDF rules and regulations.
• Manages strategic procurement for digital financial experts and other key services required by the programme via Long Term Agreements
• Proper management of UNCDF assets, facilities and logistical services, including full compliance with IPSAS in the accounting for the procurement, utilization and disposal of the CO’s assets.
Outcome: All procurement processes needed for the implementation of the Digital strategy in the WCA region are done on a timely manner to support programmes adequately in a client centric manner and with the main goal of supporting the team to achieve timely results.

5. Supports common services organization and management, establishment of partnerships with other UN Agencies focusing on achievement of the following results:
• Identifies opportunities for collaboration and mainstreaming of operational activities
• Works with UNDP offices in WCA countries to negotiate facilities and service level agreements.
• Represents UNCDF in the local UN and UNDP Operation Team meetings.
• Establish and manages relationship with UNDP country offices in the WCA region in which IDE teams is housed or supported, including service-level agreements, local finance, local recruiting and contracting.
Outcome: All the countries where the Digital strategy is being implemented in the WCA region count with the necessary common services organization and management to operate in an efficient manner.

IV. Impact of Results
The key result expected are streamlined operations processes (strategies, procurement, financial management, human resources) for an effective implementation of the “Leaving one behind in the digital era” strategy. More specifically this approach will enable UNCDF-IDE in the WCA region to:
• Have an efficiently-managed portfolio that is highly rated by its partners and is meeting or exceeding all targets.
• Follow smooth financial processes and procedures that are in line with UNCDF rules and regulation and produce the desirable results.
• Engage the necessary human resources for the implementation of the Digital strategy on a timely manner to support programmes adequately.
• Ensure all procurement processes needed for the implementation of the Digital strategy in the WCA region are done on a timely manner to support programmes adequately in a client centric manner and with the main goal of supporting the team to achieve timely results.
• Count with the necessary common services organization and management to operate in an efficient manner.

REQUIRED SKILLS AND EXPERIENCE

Education:
Master’s Degree or equivalent in Business Administration, Public Administration, Law, Finance, Economics or related field or the equivalent experience.

Qualifications and Experience:
• 2 years of relevant experience at the national or international level in providing management advisory services and/or managing staff and operational systems
• Experience in the usage of computers and office software packages, experience in handling of webbased management systems and ERP systems, preferably PeopleSoft.
• Experience of accrual accounting, IPSAS or IFRS is highly desirable.
• Project management cerfications (Prince2 Foundation) is highly desirable.
• MRM systems training (i.e. DCED standard) is highly desirable.

Language:
Fluency in English and in French mandatory. Excellent comprehension and verbal communication skills.
