It seeks out the services of an organisation to undertake scoping studies in states of Delhi, Madhya Pradesh, Punjab and Rajasthan to better understand the progress on Gender Responsive Budgeting and Planning (GRB&P) including on steps to address SGBV at sub-national level.
Objectives
Women and girls are disproportionately affected by the loss of livelihood and income generation activities due to COVID-19, given that they are engaged large in informal and unorganized work. Data from unemployment surveys estimate job losses by women account for 23 percent of overall job losses. There is extensive evidence demonstrating that economic support can have a very significant impact on preventing VAW.

It is critical to introduce social protection programs and relevant support to increase women’s access to income generation activities in order to strengthen their resilience, economic rights and autonomy, and empower the role of women as active contributors to building back better and equal in post COVID-19, especially from most vulnerable communities, including but not limited to single women, refugee and asylum seeker women, women with disabilities, women from scheduled tribes and indigenous communities, resource poor women, etc.
Within the above context, the agency will undertake the following tasks towards conducting statespecific scoping studies in the four proposed states:
Design and present the approach and methodology to UN Women to conduct the scoping study in four states.
Undertake a comprehensive desk review of and document the efforts made by the state governments (Delhi, Madhya Pradesh, Punjab and Rajasthan) thus far and especially in response to the COVID-19 pandemic to address concerns of women and girls and in particular to prevent or respond to SGBV. These will include critical policies, legislations and budgets committed and allocated to respond to SGBV.
Collect anecdotal evidence (primary qualitative data for at least 50 respondents per state) on SGBV response and service mechanisms in the four states with a focus on the most vulnerable constituencies of women, and triangulate it with the secondary data on GEWE interventions, especially budgeting and implementation of VAW services by states.
Based on the findings of the scoping study, develop a roadmap (with clearly defined milestones and timeframe) to strengthen GRB interventions.
Develop a consolidated report on the scoping study for four states with the findings and analysis as well as possible entry points/ road map for strengthening gender responsive planning and budgeting in the four states to effectively respond to and prevent SGBV.

Responsibilities
The CSO/ NGO will work directly with UN Women India Programme Team, who will provide advice, guidance and information as appropriate.
The CSO/NGO is expected to provide highly qualified resources/personnel for this specific assignment, with appropriate skills and expertise.
The CSO/NGO will work in collaboration with UN Women personnel to complete the assignment and will bear all the related costs based on the schedule of payments to successfully achieve the end results of this assignment
Eligibility Criteria
Qualifications of the Organisation
The agency should have at least five years of experience in conducting large scale primary and secondary research on issues of gender equality, women’s empowerment, public finance management, and/or gender responsive governance focused in India and at the state level. It is desirable that the agency has research experience in gender responsive planning and budgeting in India.
The agency should have a national presence and preferably state presence, with proven experience and /or outreach and knowledge of local language of the four proposed states highly desirable. Proven experience of working with central and state Governments, other development and UN agencies would be an asset.
Not profit Organisations who are registered in India with following background and experience will be eligible.
Qualifications of Key Personnel
Team Leader:
Master’s degree in social science, development studies, gender studies or any other related and relevant studies for this assignment;
A minimum of five years experiences in providing high-quality research on issues of gender equality, women’s empowerment, public finance management, and/or gender responsive governance focused in India and at the state level and demonstrable experience in organizational learning and training programmes;
Proven experience of working with central and state Governments, other development and UN agencies would be an asset.
Ability to deliver quality services within timelines provided.
Fluency in English required and in one or more of the TA state languages desirable.
The Team Member/s should have:
Master’s or bachelor’s degree in social science, development studies, gender studies or any other related and relevant studies for this assignment;
Minimum of three years’ work experience in high-quality research on issues of gender equality, women’s empowerment, public finance management, and/or gender responsive governance focused in India and at the state level;
Proven experience of working with central and state Governments, other development and UN agencies would be an asset;
Experience of working with national/ state governments; particularly on Gender Equality and Empowerment of Women (GEWE);
Ability to deliver quality services within timelines provided;
Fluency in English required and in one or more of the TA state languages desirable.
