UN Women to conduct Awareness-Raising for Women with Disabilities

UN Women has launched a Call for Proposals (CFP) to conduct awareness-raising and advocacy campaigns with the oblast and local authorities on the human rights of women with disabilities in four pilot regions – Chernivtsi, Kherson, Sumy, and Volyn and 13 amalgamated territorial communities (ATCs).

The selected organization will conduct awareness-raising and advocacy campaign with the oblast and local authorities on the human rights of women with disabilities in the context of decentralization and build their capacity to effectively participate in local decision making, advocating for the inclusion of their needs and rights, especially in the current situation of COVID-19 pandemic and the subsequent economic crisis, in local planning, policy-making, programming, budgeting, and service delivery.

Funding Information

The budget range for this proposal should be USD 45000 max.
The selected organization will work on the following tasks:

View and receiving grant information
Develop draft concept on awareness-raising and advocacy campaign on rights of women with disabilities in the context of decentralization reform, especially in the current situation of COVID-19 pandemic and the subsequent economic crisis, in the four pilot regions – Chernivtsi, Kherson, Sumy and Volyn and 13 amalgamated territorial communities;
Raise awareness of the general public, regional state administrations, local self-government in pilot regions, including 13 ATCs, on rights of women with disabilities through tailored advocacy campaign;
Advocate for inclusion of the needs and rights of women with disabilities in the context of the COVID-19 emergency;
Organize capacity building of grass-root women’s groups and organizations representing women with disabilities to mobilize and empower them to effectively participate in local decision making, to advocate for the inclusion of their rights and needs in local planning, policy-making, programming, budgeting, and service delivery processes, etc.;
Conduct series of tailored capacity development activities (training courses) for rights-holders (women with disabilities and their family members) on the international and national legal instruments regarding women’s rights and equal opportunities, regarding intersectionality, with particular focus on the needs of vulnerable groups in local planning and budgeting, budget monitoring, policy-making, gender-responsive quality, and accessible service delivery;
Provide support in the production of budget watchdog reports, that will be aimed at monitoring the reduction of revenues and re-prioritization of issues in pilot regions and local communities, to advocate for GE priorities not to be dropped;
Provide mentoring, as well as knowledge and skills, transfer to the empowered groups and organizations to substantially improve their capacity to work in gender and human rights-based manner, and to achieve their self-sufficiency and sustainability;
Conduct Gender Accessibility Audit in four pilot oblast cities and 13 ATCs;
Facilitate the establishment of the communication platforms between local groups of women with disabilities and groups/organizations representing other vulnerable groups from 4 pilot regions and 13 pilot ATCs to discuss gender equality, women’s empowerment and leadership, gender aspects of decentralization reform, and advocating of their rights and needs;
Support sub-partner grass-root organizations in performing advocacy activities aimed at empowering of women with disabilities;
Contribute to policy dialogue at the national level on human rights of women with disabilities, including CEDAW and CRPD Alternative reports preparation, formulation, and monitoring of the implementation of national legislative and policy framework on GE and Human Rights.
Competencies

Technical/functional competencies required
The organization has a well-developed framework through which to deliver its vision and strategy and ensure effective business processes;
Previous experience in conducting similar works/projects relevant to the scope and size of the current project;
Previous experience of work with women with disabilities on their capacity building and empowerment;
Previous experience of organization of training on HRBA and the rights of vulnerable groups;
Previous experience in conducting gender/human rights advocacy and awareness-raising campaigns at national, regional, and local levels;
Reference letters on at least two relevant projects implemented in the past three years.
Other competencies, which while not required, can be an asset for the performance of services
Previous experience of conduction of gender accessibility audit;
Previous experience of provisions of tailored services for women with disabilities.
