Background

The United Nations Volunteers (UNV) programme contributes to peace and development through volunteerism worldwide. Volunteerism is a powerful means of engaging people in tackling development challenges, strengthening trust, solidarity and reciprocity among citizens, and by purposefully creating opportunities for participation.

UNV contributes to peace and development by supporting Member states to leverage volunteerism as a means of implementation and people’s engagement to achieve the 2030 Agenda for Sustainable Development. UNV makes the case for the integration of volunteerism into peace and development broadly and UN programming specifically. To this effect, Outcome 1 of the UNV Strategic Framework 2018-2021 consists of support to the efforts of Member States to deliver on the 2030 Agenda through volunteerism as an effective means of implementation and people engagement. This will be achieved through the provision of advisory services to Member states in the creation of an enabling environment for volunteerism through the development of policies, legislation and programmes that measure, promote and evaluate volunteerism and volunteer action.

The UNV Regional Offices (RO) provide oversight and strategic guidance to the UNV Field Units in their respective geographical assignments and are mainly accountable for the placement of UN Volunteers mobilized for UN Agencies, Funds, and Programmes focused on peace, development and humanitarian needs. Furthermore, the Regional Offices represent, and strategically position, UNV and bring UNV’s services and solutions closer to its partners from governments, UN entities, civil society and private sector. The Regional Offices also lead in scoping and delivering UNV’s advisory service offer on volunteer infrastructure.

Duties and Responsibilities

The consultant reports to the Manager, Regional Office, with the technical guidance and supervision of the Chief, Volunteer Advisory Services Section (VASS). The main focus of intervention is to institutionalize and embed volunteer schemes, policy, and regulation with national and inter-continental counterparts, including national and local governments as well as regional bodies and commissions. The consultant will play a key role in generating evidences and supporting the Volunteering knowledge portal. She/he will provide technical inputs for the GTM2020 and support post GTM2020 initiatives. The consultant will work alongside the UNV Portfolio Specialists and VASS colleagues at Headquarters to address the demand of Member states and other organizations.

  • Provide substantive technical orientation on volunteerism and its integration into UN and other counterpart programming opportunities such as UNSCDF, CPDs, in the region through evidence-based information using adequate and innovative data collection solutions;
  • Monitor effective implementation of 2020 AWP for volunteer infrastructures projects in countries where UNV is programmatically engaged (Cameroon, Guinea Bissau, Mauritania, Cote d’Ivoire, etc.)
  • Ensure proper closure of all projects to close in ROWCA projects pipeline (Cote d’Ivoire, CAR, etc.)
  • Operationalize a partnership with IDEP including through design of a training module on volunteering;
  • Provide support to ECOWAS, African Union and other partners, advising on volunteering and SDGs;
  • Provide advisory services to selected Member States (Senegal, Benin, Cameroon, etc.) in drafting their national strategy and policy on volunteering (participation to the consultation, advises to the VI team, strategic meetings with some of the stakeholders)
  • Support selected UNV Fields Units and other partners’ efforts in integrating volunteering into the voluntary national reviews (VNR);
  • Support to pre-GTM preparatory work and post GTM follow up actions
  • Ensure proper Regional Office participation in the GTM2020 and post GTM 2020 initiatives;
  • contribute to UNV’s research and knowledge assets related to volunteerism to provide credibility and legitimacy in UNV’s convening role among volunteer involving organizations;
  • Identify and document key lessons derived from evidence monitoring on volunteerism for wider dissemination and utilization in advance partnerships and capacity investments. Select inputs for shaping policies, tools and mechanisms for improved performance;
  • Produce at least one case study/positioning paper on volunteering contribution to SDGs in thematic areas that are relevant to the context of the region;
  • Participate in and contribute to regional communities of practice and other knowledge management mechanisms to actively promote exchange of experiences and good practices on volunteerism.
  • Support the integration of volunteering into UNSCDF’s in the region;
  • Allocate some time to coordinating with VASS on upcoming reviews (GPI/ Enabling environment for Volunteering) and future advisory services

To lead the support of UNV to the Voluntary National Reviews of SDGs in West and Central Africa: 3-5 countries reflect a positive contribution of volunteering in their VNR, A writing up of the VNRs that have included volunteering- 15 working days – 15 July 2020 – 10%

To ensure a proper representation of West and Central Africa during the next GTM: 3-4 member States from the region attending, 1-2 person from the regional office attending, 1-2 written/oral communications/speeches drafted for the GTM, A regional session for Africa is organized in conjunction with ESARO, A recommendation note on action points for ROWCA is provided on how to implement post GTM actions – 20 working days – 30 August 2020 – 20%

Submit final thinking on the National Situation Analysis of Senegal and ensure the final draft is translated in English: he final version of the NSA in Senegal is produced, The final version of the NSA in Senegal is available in both English and French – 15 working days – 30 September 2020- 10%

Lead production and update of knowledge products based on RO Workplan for 2020: Products and evidence from the region on the knowledge portal are 100% put online and up to date, 1 new knowledge product produced on the contribution of volunteers in the region to the SDGs (this may need virtual or physical workshop that will be at the charge of the regional Office) – 30 working days – 30 November 2020 – 30%

Provide an effective technical assistance to volunteer infrastructures initiatives to ensure proper delivery: 80 % of SVF funds delivered in the project in Cameroon, Effective closure of all RO (05) projects that have now ended, Effective reports of all projects – 30 working days – 30 December 2020 – 30%

Total : 110 working days – 100%

Required Skills and Experience

Education: Master’s degree in social sciences, development studies, international development, or related field.

Experience

  • 7-10 years’ experience working on volunteering in the humanitarian or development sector is required
  • Track record of performance in similar past assignments at international level.
  • Experience in consultations with key stakeholders (the relevant governmental institutions, independent experts and non-governmental organizations)
  • Direct experience with implementation / design of volunteerism schemes is an asset.
  • Experience in working with government institutions, UN entities and/or NGOs in the country/region of the assignment is an asset.
  • Understanding of the UN Sustainable Development Goals, as well as UN gender equality, diversity and inclusion, and women’s empowerment priorities;
  • Strong interpersonal skills and ability to work with people from different backgrounds to deliver quality products within a short timeframe
  • Language requirement: Excellent oral and written communication skills in French AND English, knowledge of other UN languages is an advantage.

Key selection criteria are

  • Proposed approach and methodology for the assignment (25%)
  • Experience working on futures and foresights related to volunteering in the humanitarian sector (20%)
  • Experience in field of innovation in volunteering with international organisations such as IFRC, UNV or others (25%)
  • Financial proposal (30%)

Application procedure

Applicants have to provide a technical and financial proposal.

The technical proposal shall describe the methodology and the approach of how to fulfill the required deliverables as well as outline the major components of its implementation.

The financial proposal shall consist of an all-inclusive lump sum for the whole duration of the contract period, which shall include the consultancy fee, costs of living, costs for insurance, and cost of travel to and from the duty station. The financial proposal shall contain a breakdown of these costs and indicate the number of off-days the consultant wants to take during the contract period (if any).

The lump-sum/contract price is fixed regardless of subsequent changes in the cost components.

Criteria for Selection of the Best offer

The selection of the best offer will be based on the combined scoring method – where the qualifications and methodology will be weighted – 70% and combined with the price offer which will be weighted 30%.
