The U.S. Mission to Pakistan has launched a call for proposals for the Public Engagement to counter Trafficking in Persons to strengthen the capacity and cooperation of law enforcement agencies and TIP victims services using American experts.

Early Grant Information for NGOs

Convene stakeholders working in TIP and train them in victim referral and identification, including victims of bonded labor, thereby increasing referrals and prosecutions. Progress in these areas will help prevent Pakistan from falling to a Tier three country in the State Department’s annual TIP report.

By December 2023, local law enforcement and victims services organizations will have developed a close partnership to aid trafficking victims as evidenced by (1) a 10% increase in direct referrals of victims for services or rehabilitation, and (2) a developed SOP for victim identification in Sindh and Punjab provinces. Through intensive journalism training and public awareness campaigns, the public will support enforcement of existing TIP laws as evidenced by a 20% awareness of TIP in public opinion polls.

Activities

Suggested activities of grant:

Convene law enforcement with victims’ services organizations, to connect them to each other and increase referrals for services.
Arrange a series of trainings for journalists on best practices for accurate reporting on trafficking in persons and sensitivities, including American and Pakistani speakers.
Conduct training by Pakistani and American experts for FIA agents, provincial law enforcement, judges, and victims’ services, with a focus on standard operating procedures on identifying TIP victims, implementing the PTPA law, and making referrals.
Encourage regularly scheduled working group meetings for law enforcement, government officials, and victims’ services organizations.
Design a public awareness campaign to explain what TIP is and why combatting it is important to Pakistan.
Project Audience(s)

Primary beneficiaries: Victims of trafficking, in particular victims of bonded labor.
Primary audiences: Agents of the Federal Investigation Agency charged with enforcing the 2018 Prevention of Trafficking in Persons Act, provincial law enforcement, provincial level judges, charged with prosecuting trafficking cases. Journalists who cover labor and human rights issues, and victims’ services organizations that offer assistance to TIP victims.

Organizations may sub-contract with other entities, but only one, non-profit, nongovernmental entity can be the prime recipient of the award. When sub-contracting with other entities, the responsibilities of each entity must be clearly defined in the proposal.
