Early Grant Information for NGOs

The implementer will be a legally recognized non-profit and non-governmental organization that meets U.S. and Pakistani technical and legal requirements to develop and implement public diplomacy programs.

This project should identify 20-40 local (sub-provincial level) government and civil society leaders in KPK and Afghanistan to participate in a year-long workshop and discussion series with the ultimate goal of creating a durable virtual network of local leaders in the two countries. The project includes three main deliverables: A) Quarterly virtual capacity building workshops with a focus on good governance; B) Monthly virtual small group discussions, including coverage of topics such as: data-supported business reforms, women’s rights to education and employment, working with youth, advocacy to provincial/national-level counterparts on local community interests, and other priorities identified by the participants; C) the creation of a WhatsApp, Facebook, or other digital group to ensure participants form a network and continue their engagement after the life of the program.

Project Goal: Increase cross-border linkages between leaders in Pakistan and Afghanistan.

Anticipated Award Amount: The award floor is $20,000; the award ceiling is $30,000.
Duration of Award: 1 October 2021 to 30 September 2022
Audiences: Local (sub-provincial level) government officials and civil society leaders in Khyber Pakhtunkhwa under the age of 45. The proposal should also identify plans to include underrepresented groups, including but not limited to leaders from the Newly Merged Districts, women, persons with disabilities, and LGBTI+ individuals.

Eligibility Criteria

Eligibility is open to international non-profit organizations. Organizations may sub-award or subcontract with other entities, but only one non-profit organization can be the prime recipient of the award. Pakistan government entities are not eligible to apply. For-profit entitles are not eligible to be the prime recipient of an award under this NOFO. When sub-awarding or subcontracting with other entities, the responsibilities of each entity must be clearly defined in the proposal. The applicants must submit proof of their non-profit status with their proposal submission (e.g. proof of 501(c) (3) status, Pakistan NGO license). Applications that do not include proof of non-profit status will not be considered for an award. Individuals are not eligible for an award under this NOFO. U.S.-based or registered organizations should provide proof of registration to operate in Pakistan or have a documented agreement with a partner organization registered to operate in Pakistan.
