U.S. Mission to Pakistan: Civil Service Leadership Training for the Future

The U.S. Consulate’s Public Affairs Section in Lahore is soliciting proposals for its Civil Service Leadership Training for the Future program. The implementer will be a legally recognized non-profit and nongovernmental organization that meets U.S. and Pakistani technical and legal requirements to develop and implement public diplomacy programs.

Early Grant Information for NGOs

Through skill-building sessions with the Pakistan Civil Service Academy, faculty will understand and be able to provide evidenced-based, adult learner-centric instruction to benefit the skill set of Pakistani Civil Service Employees throughout their career.

Faculty will also develop and implement a complete American Studies Module focusing on the social, economic, and political trends in the U.S. and anchored along policy themes of mutual interest to CSA and the U.S. Mission to Pakistan such as development, Trafficking in Persons, Regional Integration, Investment, and Rule of Law.

The implementing partner should conduct a simple and brief survey of CSA faculty to determine how adult learning theory is utilized in practice and assess the comfort and skill level of CSA faculty in the design and delivery of online, hybrid instruction.
2 – In a series of virtual workshops, on a weekly basis, from October 2021 until mid- July 2022, working with the CSA faculty, the implementing partner will coach CSA faculty in instructional methods that are evidence-based and learner-centric to maximize learning for civil service academy students in an online, and infrequent blended learning environment.
CSA Faculty and the implementing partner will review, assess, adapt and/ or improve modules that train PAS Officer students in communication skills such as conflict resolution and negotiation within a large government structure and with external international and bilateral partners and counterparts in South Asia.
The implementing partner will collaborate with a select number of CSA faculty to develop an American Studies module for independent instructional implementation by CSA with occasional expert guest speakers.
Funding Information

The award floor is $100,000; the award ceiling is $150,000.
Audiences

Approximately 34 permanent and adjunct faculty of the Pakistani Civil Service Academy’s center in Lahore, Pakistan.
The mode of content delivery will be in English.
The peripheral audience is the 250 adult learners who are in the cohort as they train for their first civil service positions.

Eligibility is open to international non-profit organizations.
Organizations may sub-award or subcontract with other entities, but only one non-profit organization can be the prime recipient of the award.
Pakistan government entities are not eligible to apply.
For-profit entitles are not eligible to be the prime recipient of an award under this NOFO.
When sub-awarding or subcontracting with other entities, the responsibilities of each entity must be clearly defined in the proposal.
The applicants must submit proof of their non-profit status with their proposal submission (e.g. proof of 501(c) (3) status, Pakistan NGO license).
Applications that do not include proof of non-profit status will not be considered for an award. Individuals are not eligible for an award under this NOFO.
U.S.-based or registered organizations should provide proof of registration to operate in Pakistan or have a documented agreement with a partner organization registered to operate in Pakistan.
