U.S. Embassy in Kabul, Afghanistan seeking Applications to Improve Public Access to Government Information

The Public Affairs Section (PAS) of the U.S. Embassy in Kabul, Afghanistan has announced an open competition for eligible organizationsto submit applications to carry out a program to improve access to information for journalists and civil society in accordance with Afghanistan’s Access to Information Law.

 

Based on funding availability, this grant intends to develop and provide training for journalists and members of civil society on access to information procedures under Afghan law. The recipient will demonstrate a thorough understanding of the current legal framework surrounding access to information in Afghanistan, and create a strategic plan that will increase awareness of the law and how to use it. Participants will become more aware of the law, how it works, and how to make access to information requests. A successful proposal will include a detailed plan for recruiting a diverse group of journalists from a variety of outlets and employees from a cross section of civil society organizations working on democracy and governance issues to take part in these trainings.

Goal: To foster a more stable and accountable Government of Afghanistan.

Objectives

This grant will provide training that provides journalists as well as members of civil society tools to effectively use the access to information process themselves, and explain the process to others in their organizations. This will enable participants, and their organizations to use information in their reporting to increase the public’s understanding of the government, address corruption issues, and increase government transparency, especially on critically important issues such as the peace process and elections.

Funding Information

  • Base Period: The floor for the base period is set at $325,000. The ceiling for the base period is set at $400,000.
  • Option Period One: The floor for option period one is set at $300,000. The ceiling for option period one is set at $350,000 .
  • Base Period: 12 months
  • Option Period One: 12 months

Eligible Applicants

  • Eligibility is open to all types of applicants except for individuals. Organizations may sub-award/contract with other entities, but only one entity may be the prime recipient of the award. When sub-awarding/contracting with other entities, the responsibilities of each entity must be clearly defined in the proposal.
  • Cost Sharing: Cost sharing or matching is not required for this funding opportunity.
