U.S. Department of State’s Bureau of WHA: Gender-Based Violence Prevention in Brazil and/or Paraguay

The United States Department of State’s Bureau of Western Hemisphere Affairs (WHA) announces a Notice of Funding Opportunity (NOFO) to support a gender-based violence prevention (GBV) program focused on GBV prevention training for adolescent girls and boys in Brazil and/or Paraguay.

Subject to availability of funds, WHA intends to issue one award of $641,975 in FY 2019 Economic Support Funds for a project period of up to two years. The funds are attributed to a global U.S. Department of State congressional GBV earmark, and support the U.S. Department of State and the Administration’s Women Peace and Security (WPS) Policy Outcomes 2 & 3, and the Women’s Global Development and Prosperity (W-GDP) Initiative Pillar 3, which are:

WPS Outcome 2: Women and girls around the world have access to aid, and are safe from all forms of gender-based violence (GBV), abuse, and exploitation; and,
WPS Outcome 3: U.S. personnel and international programs advance women’s and girls equality and empowerment.
W-GDP Pillar 3: Promote an enabling environment that increases women’s economic empowerment by reducing barriers and enhancing protections in policies, laws, regulations and practices (public and private) to facilitate women’s participation in the economy.

This project aims to prevent GBV by empowering adolescents to address harmful socio-cultural norms and increase the capacity of local organizations to advocate for and implement GBV prevention activities.

Project’s Description and Objectives

This project will address the root causes and socio-cultural attitudes that contribute to GBV through engagement with youth and promoting violence-free relationships, and empowering young people from diverse backgrounds to build knowledge and awareness around GBV. This project will utilize a train-the-trainer approach to build sustainability within local communities beyond the life of the award and will include capacity-building activities for local CSOs addressing GBV. The project will not provide direct funding for survivor support services such as crisis support, psychological care, medical services, transitional housing for survivors and their children, or legal aid.

Project proposals must include each of the following objectives:

Training/workshop curriculum development: Training curriculum developed for workshops for local youth. Workshops may include modules on harmful socio-cultural attitudes and strategies to combat them; how to access local GBV resources; healthy relationship models to promote respect; healthy models of masculinity; expressing emotions in healthy and productive ways; and life/leadership skills and financial independence as well as information on potential career paths. Training curriculum should be sensitive to the local context.
Training the trainers: Implementer should use a train-the-trainer approach, where local community leaders/educators within local women’s/youth/community centers are trained to provide the workshops for participants/youth, using the approved curricular modules produced.
Workshop deployment: Local center staff deploy workshops and curriculum for cohorts of local adolescents in locations identified by the applicant.
Capacity building for local CSOs addressing GBV: CSOs will be selected by the applicant and should include the local women’s/youth/community centers where the youth workshops will take place in addition to other CSOs working to address GBV in local communities identified by the applicant. Activities may include workshops/training on developing and implementing effective programming and awareness raising activities, CSO management, and finding and applying for donor funds. Should include a small grants competition for local CSOs (5-10 small grants for no less than $75,000 and up to $100,000 total) for pilot activities to address and/or prevent GBV in local communities, including activities to address the increased incidence of GBV due to COVID-19.
