Background

The United Nations Volunteers ( UNV ) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.

In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.
In all assignments, UN Volunteers promote volunteerism through their action and conduct.

Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.

The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country.

The UN Volunteer will be supervised by a higher level supply position in the office and will receive regular guidance and instructions form the supervisor on successive steps. S/he will maintain regular contact on a working level on routine issues with other UNHCR offices, UN agencies, NGOs such as the Office Africain pour le Development et la Cooperation (OFADEC) , government partners and commercial contractors in the area to facilitate the operation.

Duties And Responsibilities

Under the direct supervision of Regional Supply Officer and overall supervision of the Senior Regional Supply Officer, the national UN Volunteer will provide support to all local activities pertaining to the supply of goods and services to benefit UNHCR persons of concern such as Refugees, Returnees, Stateless, Internal displaced people (IDP) and/or Asylum seekers, especially in the domain of local procurement, customs clearance, shipping and asset management.

S/he will undertake the following tasks in accordance with UNHCR

Supply Chain Rules and Procedures:

Procurement

• Assist in preparation of procurement plans for goods and services
• Conduct market survey

• Assist requesting sections in defining specifications of goods and services

• Launch invitation to bid, request for proposal and requests for quotation

• Analyse bids and prepare bids tabulation

• Prepare submission to local and regional contract committees

• Preparation of local purchase order (LPO) or system-generated purchase ordersPO and/or contracts

• Monitor the contract execution, purchase order delivery

• Submit delivery notes and invoices to Finances section to ensure prompt payment

• Produce montly procurement report

• Ensure proper filling as per established rules.
Customs Clearance

• Liaise with the Freight Forwarder Agent to ensure humanitarian aid and equipments are promptly cleared from customs

• Ensure the necessary shipping documents (packing list, invoice, bill of lading) including the exemption certificate are timely provided to the Freight forwarder Agent

• Ensure prompt delivery to the consignee at the Regional Office or concerned office in the Region.

• Collect acknowledgment and report to HQ or Sending Office accordingly.

• Produce monthly Incoming cargo report
Shipping

• Manage the shipping of goods to different UNHCR offices in the Region

• Ensure necessary documents are provided ot the Freight Forwarder Agent as per established rules

• Ensure shipping documents and shipping schedules are promptly sent to receiving offices to easy customs clearance

• Shipment monitoring until arrival at destination

• Produce monthly Shipment report

Asset Management

• In consultation with other units (Programme, Administation, ICT) upon acquisition, record each

• Asset (Property, Plant and Equipment-PPE or Serially Tracked Items-STI), in the UNHCR Asset Management Module (MSRP);

• Ensure details about the Custodian and Location are fully reflected on records

• Conduct regular (at least twice a year) a physical verification of PPE and STI kept with UNHCR and its Partners and update the records accordingly by indicating the status and propose old and obsolete PPE and STI for disposal

• Submit the case of old and obsolete assets to the Regional Asset Management Board

• Assist in organizing the disposal by auction or destruction as decided by the RAMB.

Furthermore, UN Volunteers Are Required To

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);

• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;

• Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;

• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;

• Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;

• Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/Expected Outputs

• The Regional Supply Procurement activities are conducted in a manner to ensure the provision of goods and services or the righ quality, at the right cost, right time and at the right place.

• UNHCR delivers timely and quality goods and services to persons of concern in compliance with supply chain rules and procedures.

• UNHCR assets are managed and accounted for in a systematic manner.

• The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counterparts, including Implementing Partners (IPs);

• A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

Promotion of Volunteering / Volunteerism

• Successful submission of UNV articles (1~2) for peacebuilding and development for UNV websites

• Contribution to UNV’s Global Peacebuilding Programme

• Successful contribution to UNV’s Global Peacebuilding Programme.by ensuring the role of citizens in the peace process itself as well as establishing a conducive and enabling environment by strengthening the capacities of other key actors

• The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counterparts, including Implementing Partners (IPs);

• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment

• A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

Required Skills And Experience

Education – Required Degree Level: Bachelor’s degree

Computer skills: Sound knowledge of Microsoft applications including Access, Excel, PowerPoint, and Word. Knowledge or experience in Enterprise Resources Planning system (ERP) would be an advantage.

Type of degree: Business Administration, Marketing, Engineering, Logistics, Mathematics or a related field. Formal training in Logistics desirable

Required Experience: A minimum 2 years of relevant professional experience in the field of logistics.

Language Skills: Fluency in French, working knowledge of English and of relevant local language

Areas of Expertise: Logistics, inventory, and other premises maintenance/management services
