This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

Dakar is classified as an A and a family duty station.

Competencies

• Professionalism: Has knowledge of the mandates of UNODC. Has knowledge and understanding of concepts, practices and approaches relevant to all areas of intelligence training and research. Has very good analytical and problem-solving skills, including ability to identify and contribute to the solution of problems/issues; sound judgement.

Knows the work of the United Nations in crime prevention and criminal justice, in particular has substantive knowledge of the United Nations conventions. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter;

is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.

Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

• Planning and Organizing: Develops clear goals that are consistent with agreed strategies and work plans; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work;

Good interpersonal skills and ability to establish and maintain effective partnership and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity and gender.

Education

An advanced university degree (Master’s degree or equivalent) in international relations, law, business administration, management or a related field, is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Additional academic education or professional training with certification from a recognized international/national police, customs or other staff training institution, with specialization in criminal justice, crime prevention, border management, drug law enforcement and/or criminal investigation is highly desirable.

Work Experience

A minimum of five years of relevant and progressively responsible work experience, including law enforcement, criminal investigation, curriculum development and teaching as well as practical experience in drug trafficking law enforcement at the national and/or international level is required. Significant and relevant work experience in a field environment is required.

Field and cross-cutting research conducted in unstable zones in the field of criminality and/or terrorism is desirable.

Work experience with the United Nations or similar international organisation is desirable. Working experience in West Africa is an advantage. Demonstrated experience in teaching gender related topics and/or investigating gender related offenses is an advantage.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in English and French is required. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise including a competency-based interview.
