Project Overview and Role
The USAID- and PEPFAR-funded and Palladium-led Health Policy Plus (HP+) project is supporting the Ministry of Health and Social Action (MOHSA) and other Government of Senegal (GOS) partners to identify opportunities for catalysing domestic investment for family planning. HP+ will provide technical support to MOHSA to determine key activities or investments intended to spur domestic resource mobilization for family planning. The outcome of this activity will be to develop a brief that provides the family planning financing landscape and recommendations for stimulating the mobilization of family planning-related domestic resources, including the investment selection, design, and assessment of potential returns on investment for different investment scenarios.

HP+ is seeking a qualified local consultant to support data collection and analysis, as well as to facilitate engagement with key in-country partners, including MOHSA, the Ministry of Economy and Finance, the UHC Agency and the Private Sector Alliance. Specifically, the consultant will collect data on family planning coverage, targets, funding and proposed health financing schemes and reforms. The consultant will also help to organize and facilitate workshops to disseminate analytical findings and results and achieve consensus among stakeholders about the potential appropriate investments to spur domestic resource mobilization. In addition to work with local counterparts, the consultant will work closely with HP+ staff in-country and remotely.

The consultant’s period of performance will be April 29, 2019 to June 30, 2019.

Responsibilities
Scope of work :

Conduct and document key informant interviews to understand the current family planning financing landscape in the public and private sector, including current financing mechanisms, financing sources, service packages, population coverage, and anticipated or proposed reforms in the context of universal health coverage
Collect family planning financing data as well as data on existing and proposed health financing mechanisms and strategies from government institutions, NGOs, and key stakeholders, ensuring the accuracy and completeness of data collected, and synthesizing data into an Excel database
Analyze data to calculate projections of investment cost and impact
Facilitate workshops and stakeholder meetings with government partners, USAID implementers, other cooperation agencies and public institutions, to develop consensus around strategies for stimulating domestic funding for family planning.
Document activities, deliverables, and results on a weekly basis, along with the relevant evidence, submitting activity and result reports to his/her supervisor
Communicate with HP+ on issues/delays affecting data collection and analysis
Responsible for ensuring and fostering teamwork and shared leadership, with the aim of achieving better results in the activities undertaken by the project
Assist with production and presentation of interim and final products, including Excel spreadsheets and PowerPoint presentations
Attend meetings related to the project, as required by his/her supervisor and/or the Program Director
Observe all administrative and financial policies and procedures established by Palladium, HP+, and USAID
Expected deliverable

An Excel database estimating total current and projected family planning program costs, population coverage, available financing by financing source/mechanism, cost of potential investments and estimated return on the investment
A PowerPoint summarizing key findings of this analysis and policy recommendations
Contribution to and review of draft policy brief
Requirements
Required Qualifications

A minimum of a Bachelor’s Degree in economics, public policy, public health, or a related field. Master’s Degree or higher preferred
A minimum of 10 years’ experience (8 with a Master’s Degree) in conducting research and analyses on health policy, health financing, health governance, or related topics at the national and international levels
Fluency in French speaking and writing required; professional proficiency in English is preferred.
Strong facilitation skills
High degree of proficiency with Microsoft Office Suite (Excel, Word, Powerpoint, etc)
Flexibility, adaptability, and resourcefulness
Familiarity with the Senegal health system and how it is financed
Knowledge of family planning and the context in Senegal
Ability to meet tight deadlines and attention to detail.
Excellent interpersonal and communication skills
Preferred Qualifications

Experience working with key family planning financing actors, such as the MOHSA, MOEFP, ACMU, and RSJ, to develop consensus around budgetary priorities or policy proposals
Significant experience in the field of family planning, particularly in collecting and analysing family planning costing and financing data and in identifying and diagnosing family planning financing bottlenecks
Prior work with USAID, UNFPA, or other international development partners highly desirable
Demonstrable experience in working with a high level of independence to produce high-quality, timely deliverables
