Context

The World Organisation for Animal Health (OIE) is the intergovernmental organisation responsible for improving animal health worldwide. The standards it develops for the trade of live animals and products of animal origin are recognized by the World Trade Organization as reference international sanitary rules under the Agreement on the Application of Sanitary and Phytosanitary Measures (SPS Agreement) (http://www.oie.int/fr/).

The OIE, then known as the « Office international des épizooties », was created on the 25th of January, 1924. Its headquarters are based in Paris. It comprises 182 Member Countries and is present on all continents through 12 Representations in total.

In 2004, the OIE and Food and Agriculture Organisation of the United Nations (FAO) signed an Agreement for the creation of the Global Framework for the Progressive Control of Transboundary Animal Diseases (GF-TADs). The GF-TADs is a joint initiative of FAO and OIE, with the expected participation of WHO for the zoonoses, to achieve the prevention, detection and control of transboundary animal diseases (TADs) and in particular to address their original and global dimensions. The initiative combines the strengths of both international organisations to achieve agreed common objectives.

Positioning and reporting

The incumbent is assigned to the Regional Activities Department of the OIE Headquarters and reports to the Head of Regional Activities Department (RAD) and his Deputy, under the authority of the Deputy Director General in charge of Institutional affairs and Regional activities.

Job purpose

The Chargé(e) de Mission contributes to a controlled and secured animal health situation in Member Countries by supporting the work of the GF-TADs initiative. He/she supports the implementation of strong synergies with partner organisations by providing support to the GF-TADs Global Secretariat and ensuring the OIE’s contribution to the GF-TADs at global level. He/she is also in charge of coordinating and harmonising GF-TADs-related activities at regional level in alignment with a global workplan.

Missions and activities

Provide support to the Global Secretariat in the follow-up of the OIE’s contribution to the implementation of GF-TADs activities

· Contribute to the organisation of the Global Steering Committee (GSC) meetings, especially when held at OIE Headquarters, providing technical input and logistical oversight

· Support the follow-up to the recommendations of the Global Steering Committee

· Support the revision and regular update of the Terms of reference of the Global Steering Committee, Regional Steering Committees, Management Committee, as well as Global and Regional Secretariats

· Facilitate the liaison with the OIE Regional Representations as Secretariats of the GF-TADs Regional Steering Committees

· Provide advice to the annual planning of GF-TADs-related activities, especially at regional level

· Support the reporting of RSC activities using Key Performance Indicators

Contribute to the preparation of and participate to Management Committee meetings

· Provide advice of the proposed meetings’ agendas, in consultation with the Management Committee’s OIE members

· Participate as required in the preparation of meeting documents, undertake the first review of documents proposed for discussion and provide advice to MC’s OIE members

· Participate as a member to Management Committee meetings

· Review the minutes of the MC meetings

· Support the follow-up to the recommendations of the Management Committee meetings

Ensure coordination with regional and sub-regional representations regarding GF-TADs related activities

· Ensure coordination of GF-TADs activities across the OIE through the organisation and management of regular meetings of the OIE GF-TADs Coordination Group

· Liaise with Regional Secretariats and the relevant staff in charge of facilitating the network of RR/SRR to coordinate the planning of Regional Steering Committee meetings

· Contribute to the preparation of meeting agenda and documents, attend RSC meetings and coordinate follow-up on recommendations across regions

· Coordinate the planning of regional roadmap meetings (PPR and FMD) and other GF-TADs-related technical meetings, liaising with technical teams in charge to ensure coherence with the annual planning of GF-TADs and OIE activities

· Provide support to the revision of priority diseases at regional level

· Ensure a harmonised approach to GF-TADs in each of the five Regions including in terms of labelling

· Organise a GF-TADs’ dedicated session during meetings of the RR/SRR, liaising with relevant staff to propose agenda items

· Contribute to GF-TADs’ related resources mobilisation activities

Provide general support to the activities of the Department in related to GF-TADs’

· Provide data to respond to enquiries from diverse sources, including colleagues, Member Countries, other organisations and external parties

· Assist in the organisation of and participate in events, meetings and GF-TADs’ related workshops;

· Participate in international missions, seminars, workshops and meetings representing the RAD as needed

· Prepare concept-notes, factsheets, background papers and other analytical documents

· Provide communication content to be published in the OIE Bulletin, OIE and GF-TADs Web site or for articles for OIE publications

Expériences / Formation du candidat Qualifications and Experience

Qualifications

· Undergraduate or graduate degree in public health, veterinary sciences social sciences, business administration, public administration, political sciences or a relevant discipline

· At least 5 years of professional experience in the management and implementation of public health projects or programmes in the field of transboundary animal diseases at national or international level

· Experience in working internationally, especially in developing or in-transition countries

Additional qualifications (asset)

· Experience in working in or closely with national veterinary or human health services

· Experience in international organisations

Requirements

Technical skills

· Excellent command of English, both written and oral

· Proficiency in a second OIE official language (Spanish or French)

· Excellent writing skills and ability to summarise complex technical discussions into clear and concise reports

· Good computer skills including Microsoft Office (Word, Excel and PowerPoint)

Additional skills (assets)

· Good working knowledge a third OIE official language (Spanish or French)

Interpersonal skills

· Excellent interpersonal skills and ability to work in a multicultural environment

The post is a full-time position at the OIE Headquarters in Paris. It requires long hours in a seated position at a computer.

Salary: Base salary at 2 600 € net/month, commensurate according to experience

  • Benefits (salary exempt of French income tax, annual quality bonus)

Duration: 2 years, renewable for an unlimited number of times according to performance
