1. Background
DRC has been operating in West Africa since 1998 and in Latin America and the Caribbean since 2011. The DRC West-North Africa & Latin America (WANALA) Regional Office is based in Dakar, Senegal, and covers several countries. Led by the Regional Executive Director, the DRC WANALAC oversees, supports, and provides strategic directions for DRC’s Country Offices within the above-mentioned regions. From 2024, it includes Algeria, Burkina Faso, Cameroon, Central African Republic, Chad, Colombia, Libya, Mexico, Mali, Niger, Nigeria, Tunisia, and Venezuela.
DRC has implemented a global project to support joint protection analysis within Protection Clusters in Burkina Faso, Mali and Niger. The project led to several notes and contributed to regular PAUs. DRC is looking to further support this effort by coaching hiring a Regional Senior Protection Analyst who will support protection teams in Burkina Faso, Mali, Niger and Nigeria to directly support the Cluster Co-coordinator, the Cluster with evidence-based analysis, as well as providing programming recommendations and advocacy, and in the HPC process.
2. Overall purpose of the role:
This position will support strengthening a system of collective protection analysis that informs protection sectoral and broader humanitarian and development planning and response. The senior analyst will be a key resource, providing day to day support and mentoring to staff engaged in the approach. In this role, senior analysts will provide ongoing technical support, document challenges and best practices, and ensure ongoing coordination and collaboration with key stakeholders engaged in the project.
3. Duties and Responsibilities
Under the guidance of the Regional Head of Programme and the Regional Protection Coordinator, the Regional Senior Protection Analyst will undertake the following activities:
Protection Analysis technical support:
- Provide technical support and guidance on Protection Analytical Framework, Data Entry and Exploration Platform (DEEP) and protection analysis processes to DRC staff in Burkina Faso and Mali,
- Support DRC Protection team in the contextualization of the PAF to the specific context, development of the analysis work plan, development of data and information registries, and the production of protection analysis reports and dissemination plans.
- Support DRC country team to develop evidence-based advocacy strategies and advocacy documents
- Support DRC Cluster co coordinator in engaging with the key planning processes as the Humanitarian Response Plan (HRP), the Protection Cluster operational strategy, and the HCT Protection Strategy, etc.
- Support coordination with DRC PIM staff to ensure coherence between the protection information management and protection analytical framework
- Support revision of rapid protection assessment and protection analysis update (before external sharing)
Capacity building and training:
- Provide day to day support and mentoring and playing a backstop role for Protection teams throughout the analysis process.
- Support the protection team capacity development in country on the PAF process
- Support country offices to improve PIM processes and data quality
Program Development support:
- Support DRC Protection team in using protection data to improve programming and strategic investments.
- Support DRC Protection team in ensuring coherence between the PAF and the conception of project proposal/program development.
Experience and technical competencies
- Several years’ experience in secondary data collection and analysis as well as secondary data review software, in humanitarian settings (mastering the DEEP – advantage).
- Experts in developing and using analysis frameworks.
- Extensive experience in analytical thinking, working with synthesis and analytical writing, and in qualitative and quantitative data collection techniques and approaches.
- Understanding of protection and PIM with experience of working with protection analytical framework (PAF)
- Understanding of humanitarian and development coordination architecture and IM ecosystem
- Strong inter-personal skills
Expériences / Formation
4. Required Qualifications
Mandatory:
- Minimum of 5 years in international humanitarian or development organisations, with significant experience in protection programming and protection analysis.
- Strong understanding of protection principles and likely protection concerns for the context as well as conflict sensitivity;
- Technical skills in protection monitoring and analysis
- Fluency in English and French;
- Experience with capacity building of CSO, and in the facilitation of training events and workshops;
- Experience working with national partners, local/government authorities, and INGO;
- Experience in community-based protection activities and protection analysis;
- Documented skills in project planning and design, drafting, calculation and technical writing;
- Excellent skill in MS Word, Excel, and PowerPoint;
- Experience in Project Cycle Management.
Desirable:
- Previous experience in a conflict or forced displacement context.
- Previous experience in West Africa
- Experience in NGOs committed to human rights and the protection of displaced populations.

6. General Regulations
- The employee shall follow DRC instructions on safety, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework
- Employee should not engage in any other paid activity during the DRC contract period without prior authorization
- Employee should not engage in any activity that could harm DRC or the implementation of any project during the DRC contract period
- Employee should not give interviews to the media or publish project-related photos or other material without prior authorization
- Employee shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request
