Background:

After 24 years of relative stability, the political and security situation of Burkina Faso has gradually worsened since 2011. Recently, security threats from extremist groups in the Sahel have been dampening investment, tourism, and confidence in the State. Access to essential health care in general, and obstetrical, prenatal and neonatal services in particular, constitute a persisting policy challenge.

Health financing in Burkina Faso is fragmented, with a variety of health financing mechanisms and funds that are not always aligned, and could even be contradictory. The multiplicity of funding through various channels without strong coordination makes it difficult to obtain a global view of all actors and their interventions, and thus leads to gaps/duplication. These have a negative impact on health financing governance and contribute to weaken the country’s ambition when it comes to piloting and financing UHC.

CHAI has proposed to support the government in strengthening resource management and increasing visibility over current donor and government resources available. To achieve this, a team will be recruited consisting of a Program Manager and four (4) Health Financing Associates.

 

Position:

CHAI is seeking a Program Manager with outstanding credentials and analytical ability to provide integrated support to the Ministry of Health (MOH) and Ministry of Finance (MOF). The Manager will be based in Ouagadougou and will interact with key stakeholders from the Government and the donor and international community in Burkina Faso.

The Program Manager must therefore be fluent in French and have excellent relationship building and communication skills. They must be able to function independently with minimal oversight and have a strong commitment to excellence with a keen eye for detail.  This position offers a unique opportunity to work closely with a Government committed to universal access to health care through historical and innovative reforms.

Drawing on a resource mapping approach CHAI has used across eight countries, CHAI will work with the MOH and MOF to develop a tailored, Excel-based, dynamic data collection tool that can be institutionalized within the government. The tool will include a detailed geographic and programmatic breakdown of data so that results can be used to better coordinate district programs. The MOH and MOF will ask stakeholders to validate the tool to ensure buy-in.

The resource mapping tool will be completed by all key development partners. In parallel, CHAI will, to the extent the information is available; quantify resource gaps by comparing the data collected on resources available to the estimated cost of the health sector strategies. Results will inform prioritization or resource allocation to under-funded, high-impact interventions.

The Government has an ambition to share results at the high-level Health Financing event. In that eventuality, the Government would be able to use the process to illustrate steps towards aid coordination at the event and share the results as a follow up to the event.

Responsibilities

  • Lead the development and implementation of the resource mapping tool, working closely with government counterparts to identify the appropriate levels of disaggregation necessary to achieve their strategic aims.
  • Build relationships with technical and development partners who will provide necessary data to populate the tool and whose cooperation is essential to implement resource mapping and ensure its widespread acceptance
  • Guide the data collection and analysis processes, including planning the types and aims of analyses, setting appropriate levels of detail to achieve goals without placing undue burden upon development partners.
  • Support the government to apply resource mapping results to identify gaps against strategic plans and guide the allocation of resources, as well as to strengthen planning processes and other government priorities
  • Lead the preparation of a resource mapping report to summarise methods and outputs for government and further dissemination
  • Help disseminate results and work with government to encourage stakeholders to use the results for planning.
  • Manage four health financing associates
  • Document lessons learned from the resource mapping process and from partner activities and interactions to inform strategic planning in Burkina Faso
  • Other tasks assigned by supervisor

Experience / Training

  • Master’s degree with at least 5-7 years of experience in a demanding private sector or public health environment, such as strategy consulting, or managing complex technical projects, with increasing levels of responsibility and leadership
  • Self-starter with demonstrated experience launching new projects or initiatives
  • High level of creativity and initiative required
  • Ability to build consensus among multi party diverse groups
  • Ability to manage, coach and mentor a small team
  • Ability to handle multiple tasks simultaneously and set priorities in remote settings
  • Ability to work in a fast-paced and multicultural environment, be effective, and thoughtful in high-pressure situations
  • Excellent relationship management skills, including experience building and managing government relationships
  • Excellent organizational and management skills, including time management and project management
  • Strong quantitative, presentation, and writing skills, including fluency in MS Excel, PowerPoint, and Word
  • Strong work ethic, humility, integrity, and dedication to CHAI’s mission
  • Fluency in both English and French is required for this role.
