TGH background

Established in 1994, TGH (Triangle Génération Humanitaire) is a French international solidarity organization based in Lyon. The organization implements emergency, humanitarian, rehabilitation and development programs in WASH, Food Security and Livelihoods, Shelter/Rehabilitation, Education and Protection sectors. TGH currently operates in 10 countries in Africa, Asia, Middle East and Europe.

Presentation of the mission

The TGH mission in Ukraine is located in Kramatorsk (70km from the Contact Line). From 2016 TGH implemented several projects focusing on provision of humanitarian assistance to vulnerable populations along the contact line predominantly in GCA employing the following modalities:

  • Provision of electronic vouchers (e-vouchers for food, hygiene or multipurpose e-vouchers), an innovative modality with application of mobile phones and online interface operating as web-money
  • Direct cash transfers (via banks and post offices)
  • Cash for Works (rehabilitation or social work)

In NGCA, a pilot project was implemented in partnership with a national partner to provide:

  • PSS
  • Documentation support (restoration or obtaining legal documents)
  • Provision of basic needs: food and hygiene kits.

Currently TGH implements two projects funded by the Ukrainian Humanitarian Fund and Fondation de France aimed at provision of protection and food security assistance to most vulnerable elderly and persons with disabilities in isolated settlements during winter months.

From March 2020 TGH will start implementation of a project supported by the CDCS (Centre de crise et de soutien), France, aimed at improving access to essential needs to beneficiaries affected by the conflict through electronic e-vouchers; provision of vital home-based care to vulnerable elderly and persons with disabilities along the contact line engaging community volunteers through a Cash-for-work modality; and provision of PSS, documentation support and essential aid in NGCA.

TGH is a member of the following Clusters and Working groups: Protection, Age and Disability Working Group (ADWG), Child Protection, Mental Health and Psychosocial Support Working Group (MHPSS WG), Food Security and Livelihoods Cluster (FSLC), Cash-based transfers Working Group (CBTWG), and WASH cluster.

TGH is exploring possibilities in the agriculture and livelihoods sectors.

Job description

The Program Manager (PM) will ensure the overall planning, implementation and supervision of the up-coming project including programmatic as well as administrative, financial and procurement aspects linked to the project. S/he will represent TGH with humanitarian actors, different fora, donors, clusters and authorities.

The position is based in Kramatorsk city, Donetsk Oblast, eastern Ukraine (GCA). The PM will work in collaboration with the HoM, supported by the TGH headquarter departments (desk, technical department, HR, admin/log, finance). The PM will be in charge of the Programme national staff comprised of one Project Officer and four Project Monitoring assistants. S/he will be expected to enhance the capacity of national staff and local partner(s).

The main responsibilities linked with the project include:

Programme management:

  • Ensure overall planning, coordination, implementation and supervision of project activities;
  • Liaison with project national partner(s) on project-related issues, organising regular coordination meetings and follow up;
  • Responsible for planning and organising project monitoring activities
  • Develop assessments methodologies and questionnaires; ensure the preparation and the conducting of assessments and post-distribution surveys;
  • Responsible for analysis of the collected data and adapting the program strategy based on results of regular assessments, context analysis and humanitarian needs;
  • Responsible for managing lists of beneficiaries (upon the vulnerability score calculation, cross-checking of the lists with other INGOs, etc.) and beneficiaries database;
  • Ensure the follow-up of program indicators, in accordance with donor requirements;
  • Organise and conduct project field trips. Occasional trips to Kiev for coordination meetings;
  • Organise relevant project training activities, i.e. for community volunteers on home-based care, project partner shops on the e-voucher system, etc.;
  • Ensure regular communication and information sharing with communities and local authorities;
  • Responsible for organising donor visits; participation in project audits;
  • Ensure compliance with the local laws, procedures and regulations.

Team management:

  • Plan, manage and supervise the work of programme team;
  • Organize and lead coordination meetings with partners;
  • Enhance capacities of staff/local partner(s) based on needs;
  • Conduct regular performance evaluations of programme staff;
  • Participate in the recruitment of project team members.

Reporting and communication:

  • Progress reports writing including drafting of intermediate and final reports for donors, assessment reports and Post Distribution Monitoring (PDM) reports for further approval by the Head of Mission;
  • Responsible for timely and quality development of project visibility and communication materials.

Transversal responsibilities:

Internal coordination:

  • Supervise administrative, budgetary, and logistics aspects of the project in close coordination with support department and the HoM;
  • Ensure budget follow-ups;
  • Plan and manage procurements related to the project;
  • Participation in internal coordination meetings;
  • Participation in fundraising and proposals writing process in cooperation with the HoM and the HQ desk.

Representation and external coordination:

  • Represent TGH with stakeholders, including donors; humanitarian actors, clusters and other fora;
  • Ensure bilateral coordination with other humanitarian actors in the area working in the same field;
  • Maintain and develop good working relations and a good visibility of the association towards the civil society.

Security:

– Ensure the application / follow-up and compliance with the security guidelines;

– Regular security monitoring and communication to the line manager.

This list of responsibilities in not inclusive and could be modified according to the needs in the field.

Security, working and living conditions

Security conditions are good, even if trips in the buffer zone require specific attention and prior approval. Kramatorsk is a 200,000-inhabitant city offering all commodities. Distractions are, nevertheless, limited and a few English speaking people can be found in town. Accommodation will be provided by TGH. The PM will have access to TGH vehicle the use of which will be restricted to the oblast. Trips to Kiev (for TGH representation) will be done by train.

Expériences / Formation

  • At least 2 years of humanitarian experience in the field;
  • Good writing skills in French and in English;
  • Russian language is a clear asset;
  • Experience in database management and data analysis;
  • Ability to anticipate and take decision;
  • Experience in donors’ contract management;
  • Excellent knowledge of program cycle management;
  • Experience in team management and/or partnership;
  • Experience in volatile security context.
  • Ability to live in a very limited social context

Salaire

Location: Ukraine – Kramatorsk

Duration: 9 months renewable, from March 2020

Conditions: Salaried position; gross monthly salary ranging from €1,900 to €2,600 according to former experiences; monthly per diem €450; 100% medical coverage + repatriation insurance + provident fund, accommodation, international and local transportation as part of the mission; break every 3 months.
